RESOLUTION NO. ________

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA

MODIFYING THE PREVIOUSLY ADOPTED SOLID WASTE COLLECTION RATE INCREASES OF 10% EFFECTIVE JULY 1, 2026, AND 10% EFFECTIVE JULY 1, 2027, ADOPTED PURSUANT TO RESOLUTION NO. 23-75, BY REDUCING SUCH RATE INCREASES TO 4% EFFECTIVE JULY 1, 2026, AND 3% EFFECTIVE JULY 1, 2027

WHEREAS, Section 8.44.110 of the Glendale Municipal Code, 1995, provides for establishing or modifying solid waste collection rates by resolution of the Council of the City of Glendale; and
WHEREAS, on June 6, 2023, the City Council adopted Resolution No. 23-75 setting residential solid waste collection rates for the upcoming five years with the first on July 1, 2023, at various percentages dependent upon cart size, and the second on July 1, 2024 at 45%, third on July 1, 2025 at 25% with two remaining adjustments of 10% scheduled for July 1st of 2026 and 2027; and
WHEREAS, the basis for the implemented solid waste collection rates was a Cost of Services Analysis (“COSA”) prepared by MSW Consultants (“MSW”) for the purpose of developing a new residential solid waste collection rate structure to meet the revenue requirements for the solid waste enterprise fund; and WHEREAS, MSW performed a recent analysis of actual revenue and expenditures during three fiscal years ending June 30, 2025, cash balances, reserves, and projected revenues and expenditures and determined that favorable variances due to a combination of both greater actual revenues and fewer actual expenditures than projected. have contributed to the projected shortfall being significantly less than projected in the original COSA; and
WHEREAS, MSW recommended that based on their revised projections the City continue with a modification to the scheduled rate increases on July 1, 2026 and July 1, 2027 of 4% and 3%, respectively, to support a stable and leveled cash balance through 2031; and
WHEREAS, the recommended rate adjustments will provide an adequate cash reserve for upcoming cost increases related to inflationary factors, fleet electrification, a recycling center CIP and landfill closure and reduce the amount of any future rate increases; and
WHEREAS, for the reasons set forth above and in the Report dated May 19, 2026 by the Director of Public Works, the City Council has determined that it is in the City’s best interest to adjust the residential solid waste collection rate increase scheduled to commence on July 1, 2026 from 10% to 4% and the increase scheduled to commence on July 1, 2027 from 10% to 3%, and

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA:
