CITY OF GLENDALE, CALIFORNIA

REPORT TO THE CITY COUNCIL

AGENDA ITEM
Report: Approval of New Programming and Program Modifications to Measure R Sub- Regional Projects
1) Motion approving new programming and modifying existing programming within the adopted Measure R Sub-Regional Program.

COUNCIL ACTION
Item Type: Action Item
Approved for May 19, 2026 calendar

EXECUTIVE SUMMARY
The list of projects requiring new programming and modifications to existing programming to the adopted Measure R Sub-Regional Program has been compiled and is ready to be presented to the Los Angeles County Transportation Authority (Metro) Board for approval.

The intent of this item is for the City Council to approve the list of projects before the city’s official approval request is considered by the Metro Board.

RECOMMENDATION
Approve the motion requesting new programming and modifying existing programming within the adopted Measure R Sub-Regional Program (Measure R).

ANALYSIS
Measure R is a half-cent sales tax for Los Angeles County that finances new transportation projects and programs. In November 2008, Measure R was approved by two-thirds majority, committing a projected $40 billion to traffic congestion relief and transportation upgrades throughout the County over its 30-year life span. The city’s share of Measure R Sub-regional funds for Highway Operational Improvements is approximately $98.5 million.

The Public Works Department has pursued and received several Measure R transportation-related grants from Metro to improve traffic congestion and safety within the city. For Measure R funds, Metro requires project sponsoring agencies to execute a Memorandum of Understanding (MOU) for those projects funded with local sales tax 10a2

dollars. A Funding Agreement (FA) must be executed in the first year that funds are available and prior to starting any work on the project. FAs include a general description of the project, the specific work elements to be completed, funding amounts and funding sources.

Staff currently has numerous projects in planning, design, and construction. To request new programming and modifications to existing programming on the approved Measure R list, the city is required to submit an official request to the Planning and Programming Committee of Metro during the Board’s semi-annual meetings that take place in the fall and spring. The next meeting is expected to take place in June 2026.

I-210 Soundwall Project:

Staff coordinated with Caltrans regarding the status and funding requirements for the I- 210 Soundwall Project and confirmed that Caltrans requires full project funding to be secured prior to advancing into the design phase. As the previously programmed Measure R funds have lapsed and the project is not fully funded, it does not meet Caltrans’ funding threshold to proceed.

Staff therefore recommends deobligating the remaining Measure R funds and formally closing out the project to complete financial reconciliation and audit requirements. The de-obligated funds will be reprogrammed to support other capital improvements that more directly align with the city’s current priorities and community goals. When funding for the full design and construction phases of the project becomes available, staff will initiate the design phase.

HSIP Cycle 11 Local Match for Local Roadway Safety Improvements Project:

Staff completed design plans and estimates and determined that additional funding is required to fully fund this project. The increase in construction costs is due to unanticipated rising labor and material costs driven by inflation and higher unit bid 10a6

This project proposes expanding and integrating the City of Glendale's fiber optic and communications infrastructure citywide to improve traffic operations, public safety, and inter-departmental connectivity in alignment with the City's Vision Zero, Intelligent Transportation System (ITS), and smart city goals.

The scope of work includes, but is not limited to; conducting a citywide inventory of existing fiber optic and communications assets, installing new fiber optic cable, conduit, cabinets, and field communications equipment at priority corridors and intersections (Exhibit 1 – Map), upgrading network electronics and CCTV systems, further integrating the Traffic Management Center (TMC) with the Police Department's Real-Time Intelligence Center (RTIC), parking guidance systems, and transit infrastructure, and deploying cybersecurity measures and enabling infrastructure for future pedestrian and bicycle safety technologies along Glendale's High Injury Network.

Summary
Measure R funds do not require a local match from the project sponsor. Since 2009, the city’s status of Measure R funds to date are as follows:

STAKEHOLDERS/OUTREACH
During the design phase of all these projects, staff conducts community outreach with the property owners, occupants, and businesses along the project limits, and the public is informed of the project details, construction schedule, future city and contractor notifications, and the impacts of the construction work in the neighborhood. The community outreach events also provide the opportunity for the public to share comments and ask questions regarding the project.

Outreach on these projects continues to occur through a dedicated webpage for each project. The webpages introduce the project and the project management team, explain the scope of work and project locations, highlight the project phase, and provide the public with staff contact information for questions, discussion, and input.

FISCAL IMPACT
There is no fiscal impact associated with this report.

ENVIRONMENTAL REVIEW (CEQA/NEPA)
The action is not a ‘project’ under CEQA pursuant to State CEQA Guidelines Section 15378(b)(4) and is exempt under the common sense exemption set forth in CEQA Guidelines Section 15061(b)(3) because there is no possibility that the funding programming action itself may result in a significant effect on the environment.
