EXECUTIVE SUMMARY
Since 2006, the Glendale Police Department has utilized Axon products and services, beginning with their Taser units. Over the years Axon has added products and services that the Department has adopted and integrated, which have streamlined workflows, provided powerful investigative tools, and promoted transparency in our service delivery.
The Department’s current Taser contract is expired and operating outside of the warranty. Additionally, all of the other Axon products, which are part of a different contract, will expire next year. In anticipation of these contracts expiring, the Department explored options to ensure that we maintain our current levels of technology (and advance as technology improves) in the most cost-efficient manner possible. The best option was determined to bundle all the products and software into one contract. Although the annual price is slightly higher, but it provides for many additional products and software systems and keeps the overall costs down by agreeing to a 10-year contract.

RECOMMENDATION
Approve the Resolution adopting Axon Enterprise Inc. products, hardware, software, technology and licenses as the City’s standard for the Police Department, dispensing with competitive bidding and authorizing the City Manager to enter into a Ten-Year Agreement in an Amount Not to Exceed $22,976,504
ANALYSIS
The Glendale Police Department has maintained a long-standing partnership with Axon Enterprise Inc.. Over the years, the agreement has been amended multiple times to expand the Department's technology capabilities, including the addition of body-worn cameras, drone systems, interview room cameras, License Plate Reader technology, and unlimited digital evidence storage. This continued investment in Axon's integrated platform has positioned GPD as a technologically advanced department capable of meeting the complex demands of modern policing.
On May 10, 2022 and December 5, 2023, City Council approved two Resolutions adopting specified Axon equipment, software and hardware as the standard for the Police Department. The proposed Resolution for brand standardization is broader and encompasses the products listed below as well as new versions or equipment that may emerge as technology rapidly advances.
The Department now seeks to enter into a bundled contract that will include upgraded hardware, software, and AI capabilities across all products. This comprehensive platform upgrade will enhance officer productivity and safety, including de-escalation skills, strengthen evidence management, expand the Department's situational awareness capabilities, and support the Department's ongoing investment in its Real Time Intelligence Center (RTIC).
Following is a brief description of the products and services to be provided under the proposed 10-year contract:
Officer Safety Plan 10 (OSP10) Premium — Body Worn Cameras:
The OSP10 Premium Bundle will provide officers with a next-generation Axon Body 4 camera with enhanced video resolution, improved low-light performance, and extended battery life. The cameras will be updated through scheduled hardware refresh cycles throughout the ten-year contract term, at no additional cost.
Fleet 3 Advanced — In-Car Video with License Plate Reader Technology:
Fleet 3 Advanced In-Car Video systems, that allow real-time livestreaming to the Real Time Intelligence Center (RTIC).

Axon — Interview Room Cameras:
Nine Interview Room camera systems, providing high-definition audio and video recording for all interview and interrogation rooms. Extended warranty coverage and ongoing client software maintenance are included for the life of the agreement.
Axon VR — Virtual Reality Training:
A comprehensive Virtual Reality training program for the full Department which provides immersive, scenario-based training experiences covering use of force, de-escalation, crisis intervention, and TASER deployment, enabling officers to practice critical decision-making in a safe, repeatable environment without expending live resources.
