EXECUTIVE SUMMARY
Transportation Development Act (TDA) funds are available to local agencies in Los Angeles County on a per-capita basis. Projects are reviewed and approved by Metro, and funds are disbursed in advance to agencies for implementation.

TDA funds will be used to complete pedestrian safety improvements and improve connectivity to Cañada Boulevard as part of the Maintenance District 6 Pavement Rehabilitation Project – Phase II. The intent of this item is for the City Council to appropriate $400,000 in TDA funds for FY 2025-26.

RECOMMENDATION
Adopt the resolution appropriating TDA funds for the Maintenance District 6 Pavement Rehabilitation Project – Phase II.

ANALYSIS
Pedestrian safety and connectivity are priorities for the City of Glendale. The Maintenance District 6 Pavement Rehabilitation Project – Phase II is currently under construction and includes pedestrian improvements and connectivity enhancements to Cañada Boulevard. The project is currently funded with local Gas Tax funds.

Appropriating TDA funds to this active project will allow the city to recover $400,000 in the Gas Tax fund and preserve locally generated revenues for other critical transportation improvements citywide.

TDA funds are available to local agencies in Los Angeles County on a per-capita basis and may be used in alignment with City Council priorities. These funds may be used for activities related to pedestrian and bicycle facilities, including, but not limited to:
Engineering expenses leading to construction;
Retrofitting existing pedestrian and bicycle facilities, including route improvements such as signal timing for pedestrians, accessible curb ramps, crosswalk enhancements, rubberized rail crossings, and drainage improvements; Purchase and installation of pedestrian and bicycle facilities such as benches, drinking fountains, lighting, wayfinding signage, restrooms, and other amenities that support pedestrian access and comfort adjacent to trails and employment centers; and
Planning and designing pedestrian safety improvements and related bicycle accommodations.

TDA guidelines require that, each fiscal year, all agencies in Los Angeles County identify specific projects to be funded by the annual TDA apportionment, submit an application for TDA apportionment, and obtain approval from Los Angeles County Metro. Upon City Council approval, staff will apply for $400,000 for FY 2025-26 from Los Angeles County Metro for pedestrian and bicycle improvements and connectivity to Cañada Boulevard as part of the Maintenance District 6 Pavement Rehabilitation Project - Phase II.
