RECOMMENDATION
Approve the motion authorizing a construction contract with ARC Construction, Inc. for the Renovation of Fire Station No. 27 Project, in the amount of $979,503, plus a 7.4% construction reserve of $72,659.
ANALYSIS
Fire Station No. 27, located at 1127 Western Avenue, was built in 1967 and serves an area north of the 134 Freeway and West of the 5 Freeway, including Brand Park. Fire Station No. 27 houses an engine company, a BLS ambulance, and a water tender, with 12 firefighters rotating through the 3,900-square-foot facility on a weekly basis.
There is an immediate need to renovate Fire Station No. 27 due to inadequate sleeping arrangements and restroom facilities for firefighters and paramedic staff. The proposed partial tenant improvement will add two new dormitories, bringing the total number of dormitories to seven, and will provide a total of three unisex restrooms to better support 5b2

current staffing needs. The project will also include the installation of a new alerting system intended to improve operations and reduce dispatch call-processing times.
Additional improvements include Title 24 energy-efficiency upgrades, required fire and life safety enhancements, accessibility upgrades to bring affected areas into compliance with current standards, and exterior building modifications necessary to support the new dormitory configuration and associated fire and life safety requirements.
During the renovation work, Public Works Department (PWD) staff will coordinate temporary housing accommodations to ensure fire personnel have a safe, functional, and appropriate live/work environment throughout the construction period. Disney has provided support by allowing the use of a parking lot near Flower Street and Western Avenue for the placement of a temporary modular facility. PWD has coordinated with a modular building provider to develop a project-specific specification for the temporary facility, which is proposed to include four bedrooms, a kitchenette, a restroom with shower facilities, and a common living area to support daily operations and staff needs. This temporary arrangement will allow fire personnel to remain near the station and maintain operational readiness while the renovation work is underway, while also helping to minimize disruption to emergency response services and overall station operations.
On January 27, 2026, The City Council adopted the specifications and directed the City Clerk to advertise for bids. On April 1, 2026, the PWD hosted a pre-bid job walk and twenty-two contractors attended.
On April 29, 2026, the city received twelve bids as follows:
1. ARC Construction, Inc. $ 979,503.00
2. RAMSA Construction, Inc. $1,280,000.00
3. SBS Corporation $1,299,798.00
4. First Trade, LLC dba YMC $1,352,250.00
5. Bedrock Group, Inc. $1,488,000.00
6. Loghmani & Associates, Inc. $1,496,500.00
7. MODAA, Inc. $1,498,280.00
8. Williamson Construction Co., Inc. $1,500,000.00
9. R-Dependable Construction, Inc. $1,550,000.00
10. Go JRM Construction, Inc. $1,556,113.29
11. The Nazerian Group $1,744,123.00
12. Omega Construction Co., Inc. $1,947,564.95
After a comprehensive review, staff determined that ARC submitted a responsive bid and qualifies as a responsible bidder. ARC has current State of California General-A, B, C-8 and Haz Mat Contractors Licenses that are active and in good standing.
Following bid opening, the City received a bid protest concerning the apparent low bidder.
The protest was reviewed and evaluated in accordance with the Specification, contract documents, and applicable law. Based on such review, the City determined that the apparent low bidder remains the lowest responsive and responsible bidder. Accordingly, 5b3

STAKEHOLDERS/OUTREACH
The work will be coordinated with the contractor and Glendale Fire Department (GFD) staff to minimize any disruptions to operations and the public. The renovations will provide the fire station with much-needed upgrades to enhance the current living/work environment and provide the fire-life safety improvements required for essential services facilities. Fire stations are unique facilities in which fire personnel are directly responsible for the day-to-day upkeep of the building. Accordingly, careful consideration has been given to incorporating solutions that support daily operations and enhance the overall live- work environment of the station. The contractor will work with Glendale Fire Department staff to ensure the project outcome best meets their operational needs.
