conservation efforts. The highlights of DMM implementation over the past five years are described below.

As discussed in Section 9.1.3.1, In 2017, the City’s Water Conservation Ordinance (Chapter 13.36 of the City’s Municipal Code) contains a section entitled "No Water Waste Policy." This policy consists of 14 water use restrictions that are in effect at all times. Non compliance with these provisions will be treated as municipal code violations.

As discussed in Section 9.1.3.2, the City metered all customer connections, including separate metering for single-family residentia l, multi-family residential, commercial, industrial, large landscape, and institutional/ governmental facilities during the past five years. Furthermore, if there was new devel opment within the City, each facility was individually metered. Service charges for the City are based on the customers’ connection size.

As discussed in Section 9.1.3.3, the City’s water rate structure is a variable charge based on usage and includes three tiers for single family customers and two tiers for multi-family customers. The City’s water rates structure also includes a recycled water rate with reduced unit rates. The City’s water rate s structure effectively promotes water conservation by providing financial incentives to its customers th rough the City's rate schedule.

As discussed in Section 9.1.3.4, the City funds a number of water conservation programs and activities to disseminate information and increase awareness of water-related issues.

The City mails out a bi-monthly newslette r (From the Source) with conservation information and maintains the customer Water Insight Program to encourages more water conservation.

As discussed in Section 9.1.3.5, the City performs preventive maintenance which includes regular checks on valves and meters, and pipeline maintenance. If leaks are found, they

are repaired. The also Company monitors the water system for loss by comparing water production to water sales. The City has an active Pipeline Management Program to pro- actively replace and rehabilitate water mains within its system. The City also has a full Automated Metering Infrastructure Project (AMI) to monitor leaks.

As described in Section 9.1.3. 6, the City has trained its st aff in water awareness and to perform water audits at meter locations where abnormal water c onsumption is noted through water billing meter reads. City staf f are responsible for the monitoring of conservation measures, as they oversee the metering and billing aspects. In addition, City staff are available to assist in all as pects of public education, conservation policies, research, and training related to water conservation.

As described in Section 9.1.3.7, the City participates in MWD’s regional rebate program, which is available to the Company’s resi dential and commercial customers. There are rebates available for indoor plumbing incl uding high efficiency clothes washers and toilets. Rebates are also available for outdoor plumbing include those for weather-based irrigation controllers, rotating sprinkler nozzl es, and replacement of irrigated lawn with drought tolerant plants or other approved l andscape options. The City’s commercial customers are offered plumbing, landscaping, HVAC, and medical and dental equipment rebates.

In addition, through the City’s Turf Replac ement Program, homeowner s are eligible to receive $3 per square foot rebate for replacing turf with drought tolerant and native plants, retrofitting to a drip/efficient irrigation system, and capturing rainwater.

9.1.3.3 CONSERVATION PRICING
The City’s water rates structure includes a customer charge and a variable charge. The customer charge is based on meter size. The variable charge is based on usage and includes three tiers for single family custom ers and two tiers for multi-family customers.

The tiered rate structure was designed to encourage water conservation and discourage waste. The City’s water rates structure also includes a recycled water rate with reduced unit rates. The City’s water rates structure effectively promotes water conservation by providing financial incentives to its customers through the City's rate schedule. The City’s current rate structure showing conservation pricing is provided in Appendix J.

9.1.3.4 PUBLIC EDUCATION AND OUTREACH
The City funds a number of water conser vation programs and activities. GWP’s public education coordinators work directly with other City divisions, community-based organizations, non-profits, and service club s on a variety of levels to disseminate information and increase awareness of water-related issues.

From the Source Newsletter
The GWP Communications Coordinator is the editor of a bi-monthly newsletter, “From the Source”. It is mailed directly to every cu stomer who receives a water and/or electric utility billing from GWP. Th is publication provides info rmation regarding conservation programs, and GWP news and servic es. This newsletter is also displayed on all City Departments’ public counters and past issues can be viewed on the GWP website.

Drought Tolerant Demonstration Garden
To demonstrate techniques to achieve water use efficiency, GWP constructed a water- saving demonstration garden at the Downtown Central Library. The garden demonstrates the potential for water-saving landscaping by using water-wise plant and low-water using irrigation. To educate both business lead ers and the public, the garden has themed signage identifying plant names, plant requirements, and irrigation techniques. The plants used in the garden design are availa ble at local nurseries so that visitors can replicate it in their own yards.

Being Water Wise Contest
“Being Water Wise” is a student art contest sponsored by the City and MWD. Students from kindergarten to 12
th grade within the City are eligible to create artwork portraying the theme “Being Water Wise” for a chance to be featured in MWD’s annual calendar

City Website
The City’s website provides links to water conservation and water saving web pages. https://www.glendaleca.gov/government/departments/glendale-water-and-power/about-your-water/water-conservation

9.1.3.5 PROGRAMS TO ASSESS AND MANAGE DISTRIBUTION

SYSTEM REAL LOSS
The City’s estimated water system losses ar e discussed in Section 4.3. As a part of normal operation and maintenance of the water system, City staff performs preventive maintenance. This includes regular checks on valves and meters, and pipeline maintenance. If leaks are encountered or su spected during routine inspection of the

2025 Urban Water Management Plan

City of Glendale

system, further evaluation is conducted. If l eaks are found, they are repaired. The City monitors the water system for loss by comparing water production to water sales.

The City has an active Pipeline Management Program to pro-actively replace and rehabilitate water mains within its system. Additionally, GWP has a fully implemented an Asset Management Program that includes a GIS database where water main and service line breaks and replacements are tracked for future planning purposes.

In order to prevent real water loss before it starts, the City implemented a full Automated Metering Infrastructure Project (AMI). In 2010, the pr ogram included the installation of Itron Mlogonline Leak Water System, approximately every 5 meters throughout the City, that effectively monitors and manages distri bution leaks within a water distribution network. Itron’s acoustic leak sensors pl aced throughout a water distribution network allows for detecting existing or newly emerging leaks.

The City will continue these programs to assess and manage dist ribution system real losses.

9.1.3.6 WATER CONSERVATION PROGRAM COORDINATION AND

STAFFING SUPPORT
The City has trained its staff in water aw areness and to perform wa ter audits at meter locations where abnormal water consumption is noted through water billing meter reads.

City staff are responsible for the monitoring of conservation measures, as they oversee the metering and billing aspects. In addition, City staff are available to assist in all aspects of public education, conservation policies, research, and training related to water conservation.
