COUNCIL ACTION
Item Type: Consent Calendar
Approved for June 9, 2026 calendar

EXECUTIVE SUMMARY
Glendale Water & Power (GWP) is requesting City Council authorization to execute a contract with General Pump Company, Inc., for On-Call Pump and Motor Repair Services in the amount of $400,000. On May 6, 2026, GWP received two (2) bids in response to Specification No. 4031. Following a review of the bid documents, GWP determined that General Pump Company, Inc. is the lowest responsive bidder in compliance with the requirements of the specifications.

RECOMMENDATION
Authorize the City Manager, or his designee, to execute a contract with General Pump Company, Inc., for On-Call Pump and Motor Repair Services (Specification No. 4031) for a total not-to-exceed amount of $400,000.

Choosing not to award the contract as recommended herein would require, at a minimum, staff to prepare separate requests for proposals for each task, likely delaying the completion of the work, increasing project costs, and decreasing overall system reliability.

ANALYSIS
GWP operates and maintains critical water system infrastructure throughout the City, including reservoirs, pump stations, and associated mechanical equipment. The City’s water system serves over 200,000 residents and includes 25 reservoirs/tanks and 26 pump stations that support the storage, transmission, and distribution of potable and recycled water. Pumps and motors are essential components of these facilities and are 25c

required to operate continuously to support the reliable delivery and distribution of water to the community.

Due to the specialized nature of pump and motor repairs, certain maintenance and repair work cannot be performed by City staff and must be completed by a qualified contractor with the appropriate equipment and expertise. In addition, equipment failures may occur unexpectedly and require prompt repair to minimize operational disruptions and maintain system reliability. Without an established on-call contract, the City staff may experience delays in obtaining necessary repair services, which could result in extended equipment outages, reduced system reliability, and potential impacts to water operations.

On April 21, 2026, the City Council adopted Specification No. 4031 for the On-Call Pump and Motor Repair Services and directed the City Clerk to advertise for bids.

To ensure competitive bids, the contract was advertised in the local newspaper, Bidnet direct, and the City’s website. Advertising the contract through multiple platforms helped maximize vendor outreach, promote fair competition, and ensure the City received responsive and responsible bids in accordance with the City’s requirements.

On May 6, 2026, the bid deadline, the City received two bids as shown below. Since the proposed contract is an on-call contract with a not-to-exceed amount, the evaluation of the bids was based on a fee schedule.

Rank Bidder Location Basis of Award
1 Power Bros. Machine Montebello, CA Non-Responsive
2 General Pump Company, Inc. San Dimas, CA Responsive
Upon review of the bid documents, GWP staff determined that the bid submitted by Power Bros. Machine was non-responsive due to their failure to provide a required signature and contractor seal in the bid proposal document. As a result, the bid could not be considered for award. The bid submitted by General Pump Company, Inc. was determined to be responsive and in compliance with the bidding requirements.

Additionally, staff verified through the State of California Contractors State License Board that General Pump Company, Inc., of San Dimas, California, holds a contractor’s license that is current, active, and in good standing.

STAKEHOLDERS/OUTREACH
Not applicable.

FISCAL IMPACT
The cost of the recommended contract with General Pump Company, Inc. for on-call pump and motor repair services over a two-year period is $400,000, of which $200,000 is allocated for the first year. Services will be provided on an “as needed” basis. Bid evaluation was based, in part, on the submitted fee schedules. Funding for this contract 35c
