A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA, ADOPTING THE GLENDALE 2025 WATER SHORTAGE
CONTINGENCY PLAN
WHEREAS, the Urban Water Management Planning Act, California Water Code Section 10608 through 10657, requires that each urban water supplier as defined therein, prepare and adopt an Urban Water Management Plan (UWMP) in accordance with the Urban Water Management Planning Act’s requirements, and that the UWMP be reviewed and updated periodically and the updates be submitted to the State Department of Water Resources every five years; and WHEREAS, the recent updates to the Urban Water Management Planning Act require urban water suppliers to adopt a Water Shortage Contingency Plan (WSCP) which can be implemented upon an emergency proclamation by the Governor; and
WHEREAS, the WSCP is required to be a part of the UWMP and simultaneously a stand-alone document; and
WHEREAS, the City has prepared its 2025 UWMP consistent with the requirements established by law; and
WHEREAS, Chapter 13.36 of the Glendale Municipal code, 1995 (GMC) establishes the City’s response actions during a water supply shortage, which includes five different phases of mandatory conservation; and WHEREAS, the WSCP links and transitions the GMC’s measures and the legislatures desired six mandatory conservation phases; and WHEREAS, the 2025 WSCP has been available for public review and public hearing for the 2025 WSCP was held on June 9, 2026, as required by law.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE:
That the Council of the City of Glendale hereby approves and adopts the 2025 Water Shortage Contingency Plan and authorizes the City Manager, or his designee, to submit the same to the State Department of Water Resources.
