COUNCIL ACTION
Item Type: Public Hearing
Approved for June 9, 2026 calendar
EXECUTIVE SUMMARY
The Urban Water Management Planning Act, California Water Code (CWC) Sections 10608 through 10657, requires that each urban water supplier prepare and adopt an Urban Water Management Plan (UWMP) in accordance with the Urban Water Management Planning Act’s requirements, and that the UWMP be reviewed and updated periodically and the updates be submitted to the State Department of Water Resources every five years.
RECOMMENDATION
Conduct a public hearing to solicit public comments and approve a resolution to adopt the Glendale 2025 UWMP.
ANALYSIS
The purpose of the Glendale 2025 UWMP is to comply with CWC Sections 10608 through 10657 of the Urban Water Management Planning Act, which was adopted through Assembly Bill 797 in 1983. This act requires that “every urban water supplier providing water for municipal purposes either directly or indirectly to more than 3,000 customers, or supplying more than 3,000 acre-feet of water annually, prepare and adopt, in accordance with prescribed requirements, an urban water management plan.” The act also requires that the plan be periodically reviewed for changes and that an update be submitted to the State Department of Water Resources every five years.
The City prepared its initial UWMP in 1985, and has been updating its UWMP every five years since then, as required.
The Glendale 2025 UWMP is a revision of the 2020 plan which was adopted in 2021.
It provides the City with a reliable management action plan for long-term resource 11a2

planning to ensure adequate water supplies are available to meet existing and future water supply needs. In addition, the 2025 plan incorporates water supply reliability determinations from potential prolonged drought, regulatory revisions, and/or changing climatic conditions.
The 2025 UWMP describes the service area of the supplier, identifies and quantifies the existing and planned water supply and demand; describes the reliability of water supply and vulnerability to seasonal or climatic shortage; describes the opportunities for exchanges or transfers of water and the water quality in the supplier’s service area; includes additional analysis – Water Loss Audit, and discusses the supplier’s conservation approach and each of the best management practices that are being implemented.
STAKEHOLDERS/OUTREACH
On December 17, 2025, a notice that Glendale was preparing a draft UWMP was submitted to all water agencies and municipalities in the Glendale Service area (Burbank Water & Power, Pasadena Water & Power, Crescenta Valley Water District, Valley Water Company, Foothill Municipal Water District, and the Los Angeles Department of Water & Power), as well as to the State California Department of Water Resources, and County of Los Angeles Department of Public Works.
In May 2026, a public review period notice was sent to the same water agencies mentioned above. On May 21 and 28, 2026, GWP’s Water Engineering Section, as required by law, advertised for a public hearing to be held on June 9, 2026, during the regularly scheduled City Council meeting, to solicit input from Glendale residents on the 2025 UWMP.
