CITY OF GLENDALE, CALIFORNIA

REPORT TO THE CITY COUNCIL

AGENDA ITEM
Report: Public Hearing and Adoption of 2025 Water Shortage Contingency Plan (WSCP).

1. Resolution Adopting the Glendale 2025 Water Shortage Contingency Plan.

COUNCIL ACTION
Item Type: Public Hearing
Approved for June 9, 2026 calendar

EXECUTIVE SUMMARY
The Water Shortage Contingency Plan (WSCP) is a required document as part of the Urban Water Management Plan (UWMP), which helps suppliers prepare for and manage emergencies that stem from droughts, unforeseen disasters, or supply interruptions. Along with the UWMP, these plans need to be updated every five years, as a requirement of the Water Shortage Contingency Planning Act.

RECOMMENDATION
Conduct a public hearing to solicit public comments and approve a resolution to adopt the Glendale 2025 Water Shortage Contingency Plan.

ANALYSIS
The purpose of the Glendale 2025 WSCP is to comply with Water Code Section 10632 of the Urban Water Management Planning Act which was updated to require urban water suppliers to adopt a WSCP that can be implemented upon an emergency proclamation by the Governor. The WSCP is required to be a part of the UWMP and simultaneously a stand-alone document.

The 2025 WSCP discusses reliability of Glendale’s water supply, and actions to be taken in the event of a water supply shortage. The plan outlines processes that identify and respond to water shortages, establishes six standard water shortage levels, and identifies response actions brought about by droughts, earthquakes, fires, or other unforeseen catastrophic events.

Chapter 13.36 of the Glendale Municipal Code establishes the City’s response actions during a water supply shortage, which includes five different phases of mandatory conservation phases. The WSCP links and transitions the GMC’s measures and the 11b2

STAKEHOLDERS/OUTREACH
On December 17, 2025, a notice that City of Glendale was preparing a draft UWMP, which includes the WSCP, was submitted to all water agencies and municipalities in the Glendale Service area (Burbank Water & Power, Pasadena Water & Power, Crescenta Valley Water District, Valley Water Company, Foothill Municipal Water District, and the Los Angeles Department of Water & Power), as well as to the State of California Department of Water Resources, and County of Los Angeles Department of Public Works.

In May 2026, a public review period notice was sent to the same water agencies mentioned above. On May 14 and 21, 2026, GWP’s Water Engineering Section, as required by law, advertised for a public hearing to be held on June 9, 2026, during the regularly scheduled City Council meeting, to solicit input from Glendale residents on the 2025 WSCP.
