EXECUTIVE SUMMARY
The Elk Mini Park Playground Replacement Project was fully funded with CDBG funding in the amount of $400,000 in program year 2025-2026. Staff is proposing to shift $57,967 from the 2020-2021 undesignated fund balance to Elk Mini Park Playground Replacement Project, which will bring the project total to $457,967. The goal is to install a new drinking 32 26-90132

fountain, benches, tables, trash receptacles, bike racks, a communication board and landscaping at the perimeter of the park.
Any remaining 2020-2021 CDBG program funds must be spent down before a federally mandated September 30, 2027, due date, or they will be reclaimed by the U.S. Treasury.
The original Elk Mini Park Playground Replacement Project is anticipated to be completed in Summer 2026, with any additional work, if approved, completed in Fall 2026, to ensure that funding will not be jeopardized.
Because the CDBG Advisory Committee does not reconvene for a meeting until late August 2026, staff is bringing the request directly to the City Council and Housing Authority for approval, as the project has already started construction and staff seeks to complete both phases by Fall 2026.
Staff is requesting that City Council/Housing Authority approve the proposed substantial amendment for CDBG, ESG, and HOME Annual Action Plans for program years 2020- 2021 and 2025-2026, which includes reprogramming funds as proposed above for submission to HUD for final approval.

On June 24, 2025, City Council and the Housing Authority approved the 2025-2026 Annual Action Plan for CDBG, ESG, and HOME programs. As part of the plan, the Elk Mini Park Playground Replacement Project, a City CIP project, was funded $400,000.
The Elk Mini Park Playground Replacement Project began construction on May 11, 2026.
Phase I scope of work includes:
Removal of the existing playground sign and installation of a new playground sign Removal of existing playground and installation of a new Game Time playground Landscape improvements at the entrance planters and along the park edges Painting of the existing playground fence
Inclusion of services during demolition, if unforeseen issues arise Replacement of the existing engineered wood fiber with poured-in-place rubberized surfacing, making the entire play area completely accessible Removal of the existing concrete ramp since it will no longer be needed with new surfacing, and
Adding new integrated shade canopies to improve comfort and usability.
The park can benefit from additional work, which was originally planned as Phase II, including:
Installation of a new drinking fountain
Installation of new benches
Addition of new tables
Installation of new trash receptacles
Addition of new bike racks
Installation of a new communication board; and
Additional landscaping at perimeter of the park.
There is CDBG funding available from Program Year 2020-2021 to expand the scope now and include Phase II as part of the current project to spend down CDBG funds.
CDBG funding from Program Year 2020-2021 has an undesignated fund balance of $57,967 that must be expended before September 30, 2027, in accordance with federal guidelines. Undesignated fund balance is comprised of funds remaining from canceled or completed programs/projects assigned to a program year, as well as unexpended program administration allocations remaining after closeout of Program Year 2020–2021.
In addition, staff is requesting that City Council/Housing Authority approve the proposed substantial amendment for CDBG, ESG, and HOME Annual Action Plans for program years 2020-2021 and 2025-2026, which include reprogramming funds as proposed above, for submission to HUD for final approval.
STAKEHOLDERS/OUTREACH
A Public Notice was published in the newspaper informing the public of the Substantial Amendment to the CDBG, ESG, and HOME Action Plans for program years 2020-2021 and 2025-2026 for a 30-day comment period before submitting the final approved Substantial Amendment Action Plans to HUD.
