GLENDALE – LOS ANGELES GARDEN RIVER BRIDGE PROJECT
Mitigation Monitoring and Reporting Program
California Public Resources Code Section 21081.6 and Section 15097 of the California Environmental Quality Act (CEQA) Guidelines require public agencies to establish monitoring and reporting programs for projects approved by a public agency whenever approv al involves the adoption of either a mitigated negative declaration or specified environmental findings related to environmental impact reports.

This is the Mitigation Monitoring and Reporting Program (MMRP) for the Glendale -Los Angeles Garden River Bridge. The intent of the MMRP is to ensure the successful implementation of the mitigation measures identified in the Initial Study Checklist.

Construction, Operation, and Maintenance BMPs
BMP-1: Pre-Construction Nesting Bird Survey
Construction activities including the removal of
western sycamore trees along Zoo Drive should be
conducted outside avian nesting season pursuant
to the Migratory Bird Treaty Act. The general avian
nesting season for passerines is from February 1 st
to September 15 th but can vary based on
migratory patterns, species, weather patterns,
etc. If the nesting season cannot be avoided, a
qualified biologist shall conduct a nesting bird
survey, including suitable habitat within a 500 -
foot radius, within three days prior to any
disturbance of the site, including tr ee removal
activities. If active nests are identified, the
biologist will establish suitable buffers around the
nests, and the buffer areas shall be avoided until
the nests are no longer occupied and the juvenile
birds can survive independently from the nests

BMP 2: Pre-Construction Clearance Survey
Prior to the start of any ground -disturbing
activities, a qualified biologist shall conduct a pre-
construction survey of the Project site within two
hours before the start of work to determine
presence of the California legless lizard. If
individuals are d etected during the survey or
encountered during construction, the individual
shall be allowed to move out of harm’s way on its
own, or if necessary, may be relocated by a
qualified biologist to suitable upstream habitat

BMP-3: Bat Roost and Emergence Survey
Prior to the start of construction activities
including the removal of western sycamore trees
along Zoo Drive, a pre-construction survey for bat
roosts shall be conducted by performing a
daytime pedestrian survey to inspect potential
habitat within 100 feet of the Project’s work area
limits for indications of bat use (e.g., occupancy,
guano staining, smells, or sounds) followed by a
dusk emergence survey. The surveys shall be
conducted by a qualified bat biologist. If it is
determined habitat within the survey area is being
used, or is likely to be used as a bat roost, and may
be affected by construction activities, then
specific measures will be developed and
implemented to minimize potential impacts to the
roost. Such measures may include minimizing
construction activities near the roost during the
bat maternity season (May 1st through August
15th) or other measures developed by the
qualified biologist in coordination with the
California Department of Fish and Wildlife
(CDFW).

regarding the potential for nesting birds and other
special-status species to occur on site during
construction activiti es. The WEAP training shall
concentrate on the proper identification of

BMP-5: Construction Noise
Construction noise best management practices
(BMPs) shall be implemented to protect sensitive
receptors (park users) and sound sensitive special-
status species roosting and/or nesting in the LA
River channel and adjacent habitat during
construction (includ ing excavation, pier
construction, etc.). Such BMPs shall include
requiring construction activities to be conducted
in accordance with the applicable local noise
regulations and standards and implementation of
noise reduction techniques during construction
activities, such as locating stationary construction
noise sources as far from adjacent noise-sensitive
receptors as possible. A temporary mobile noise
barriers shall be installed along the Project
boundary where construction activity is currently
active that is made of sound blanket, plywood or
other solid material capable of reducing on -site
construction noise levels by at least 9 dBA when
measured from the outside of the barrier. In
addition, all applicable equipment shall be fitted
with proper/improved mufflers which will provide
a reduction in construction noise levels by 6 dBA.

construction, the Qualified Archaeologist or
archaeological monitor shall conduct training for
construction personnel regarding the appearance
of archaeological resources and the procedures
for notifying archaeological staff should
archaeological resources be discovered by
construction staff. In the event of an
archaeological resource discovery by construction
personnel, all work in the immediate vicinity of the
find shall cease and a Qualified Archaeologist shall
be contacted to evaluate the find before restarting
work in the area. If it is determined that the
archaeological resource(s) is(are) scientifically
significant, the archaeological monitor shall
complete the Archaeological Assessment.

Archaeological Assessment. If a possible
archaeological resource is uncovered during
earthwork or construction, all work shall cease
within a minimum distance of 50 feet from the find
until a Qualified Archaeologist has been retained
to evaluate the find in accordance with National
Register and California Register criteria. The

surrounding area. Temporary staking and
delineation of the avoidance area shall be installed
around the find in order to avoid any disturbance
from construction equipment. Ground
disturbance activities may continue unimpeded on
other portions of the site outside the specified
radius. Any potential archaeological resource or
associated materials that are uncovered shall not
be moved or collected by anyone other than an
Archaeological Monitor or Qualified Archaeologist
unless the materials have been determined to be
non-unique archaeological resources, as defined

Archaeologist shall determine if the resources are
unique archa eological resources as defined in
Public Resources Code Section 21083.1(g).

Consistent with Public Resources Code Section
21083.2, the handling, treatment, preservation,
and recordation of unique archaeological
resources should occur as follows:
• The find should be preserved in place or
left in an undisturbed state unless the
project would damage the resource.
• When preserving in place or leaving in an
undisturbed state is not possible,
excavation and recovery of the find for
scientific study should occur unless
testing or studies already completed
