REPORT TO THE CITY COUNCIL
AGENDA ITEM
Report: Request for Proposal (RFP) for the Design Build of the Cottage Grove Drainage Improvements Project
1) Resolution authorizing the Director of Public Works, or his designee, to issue an RFP using the Design-Build Project Delivery Method for the Cottage Grove Drainage Improvements Project, Specification No. 4052.
COUNCIL ACTION
Item Type: Action Item
Approved for June 23, 2026 calendar
EXECUTIVE SUMMARY
Public Works is requesting authorization to issue an RFP using the design-build project delivery method for the Cottage Grove Drainage Improvements Project. The project will seek a qualified design-builder to investigate, design, permit, and construct drainage improvements to address recurring surface water runoff and standing water on Cottage Grove, Cresent Drive, and adjacent areas. The proposed improvements are intended to collect runoff from the public street gutter system and convey it to an approved outlet, which is a nearby Los Angeles County Flood Control District (County) channel, subject to County approval and permitting.
RECOMMENDATION
Approve the resolution authorizing the Director of Public Works to issue an RFP using the Design-Build Alternative Project Delivery Method for the Cottage Grove Drainage Improvements Project.
ANALYSIS
The area in the vicinity of Cottage Grove Avenue in Adams Hills Neighborhood has experienced recurring surface water runoff and standing water, which appears to result from spring water and/or dry-weather runoff from multiple upstream private properties.
The runoff flows through the public street gutter system and accumulates near the project location, creating ongoing maintenance and public safety concerns, including standing water, algae, mud, mosquitoes, and slippery conditions. 4 of 15

Public Works continued to inspect and clean the area as needed while evaluating permanent improvements. The proposed project will provide a more permanent drainage solution by collecting the recurring runoff and conveying it to a drainage outlet.
The anticipated outlet is the nearby County channel; however which will require County review, approval, and permitting for a new connection.
The project is recommended for design-build delivery because it involves several technical and permitting considerations, including field investigation, survey, hydraulic review, utility verification, County coordination, potential dry-weather runoff considerations, and construction in a constrained public right-of-way area. Early involvement of a qualified design-build team will help develop a practical, permittable, constructible, and maintainable drainage solution while reducing coordination gaps, schedule delays, and potential change-order risk.
The scope of work for the Cottage Grove Drainage Improvement Project may include:
Investigation, survey, design, and permitting;
Hydrologic and hydraulic analysis;
Utility verification and coordination;
County coordination and permit support;
Drainage collection and conveyance improvements;
Catch basins, trench drains, storm drain pipe, outlet improvements, and related drainage features;
Pavement, curb, gutter, sidewalk, and driveway restoration as needed; and Record drawings, closeout documents, and maintenance recommendations.
Under the proposed Design-Build approach, the city will first solicit proposals and evaluate design-build teams based on qualifications, technical approach, experience, schedule, and overall best value. Staff will return to City Council for contract award and any required budget appropriation after proposals are received and evaluated.
STAKEHOLDERS/OUTREACH
Public Works staff will coordinate with nearby residents, affected property owners, the County, and other city departments as needed. During the RFP and design process, staff will continue to evaluate existing conditions and coordinate interim maintenance of the affected area. During construction, the selected design-builder will be required to provide resident notification, traffic control, pedestrian access, and staging plans to minimize disruption.
FISCAL IMPACT
There is no immediate fiscal impact associated with this report. The requested action only authorizes issuance of the RFP for the Cottage Grove Drainage Improvement Project.
The preliminary planning-level cost estimate for the project is approximately $500,000 to $750,000, including design, survey, permitting, construction, contingency, and closeout. 5 of 15

No construction budget has been appropriated at this time. Staff will return to City Council for contract award and any required budget appropriation after proposals are received and evaluated.
ENVIRONMENTAL REVIEW (CEQA/NEPA)
The issuance of the Request for Proposals (RFP) for Design-Build services for the Cottage Grove Drainage Improvement Project is not a “project” subject to the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378 because the action does not commit the city to a definite course of action regarding construction of the proposed improvements.
CAMPAIGN DISCLOSURE
This item is exempt from campaign disclosure requirements.
ALTERNATIVES TO STAFF RECOMMENDATION
1. Do not approve the Resolution. Public Works would continue to inspect and maintain the affected area as needed, but a permanent drainage improvement would not move forward at this time. Recurring standing water, algae, mud, mosquito activity, and related maintenance and public safety concerns may continue.
2. Direct staff to pursue a traditional design-bid-build delivery method. While this alternative would provide a more conventional procurement process, it would extend the overall project schedule and limit the advantages of early contractor involvement, including support for permitting, constructability review, utility coordination, and cost control. This approach would also place additional demands on internal staff resources, which have a high volume of by existing capital improvement project workload.

1 RESOLUTION NO. __________
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA
AUTHORIZING THE DIRECTOR OF PUBLIC WORKS, OR A DESIGNEE, TO ISSUE
A REQUEST FOR PROPOSALS USING THE DESIGN-BUILD PROJECT DELIVERY
METHOD FOR THE DESIGN BUILD OF THE COTTAGE GROVE DRAINAGE
IMPROVEMENTS PROJECT, AND AUTHORIZING THE DIRECTOR OF PUBLIC
WORKS TO SOLICIT PROPOSALS
WHEREAS, the Director of Public Works has proposed the drainage improvements on Cottage Grove and adjacent areas (“Project”) using Design-Build, an alternate project delivery method authorized under Chapter 4.13 of the Glendale Municipal Code (“GMC”); and
WHEREAS, on May 30, 2026, the Director of Public Works presented a memorandum to the City Manager, as required by GMC Section 14.13.070(A)(1), describing the Project’s attributes and stating the reasons and justifications for proposing the Design-Build method of project delivery; and
WHEREAS, the memorandum, which is attached as an exhibit to the June 23, 2026 Report to the City Council, states that:
1. As required by GMC Section 4.13.070, the Project is being proposed for the following reason(s) and justification(s):
a.The Project entails a significant degree of complexity. The Project involves drainage design, survey, utility verification, permitting, agency coordination, and construction in a constrained public right- of-way area. Early involvement of a qualified Design-Build team will help reduce design conflicts, improve constructability, address County permitting requirements, and manage schedule and cost risks.
b.The Project demands a level of expertise that the City requires from outside design and construction professionals. The Project requires specialized expertise in storm drain design, nuisance water conveyance, hydraulic analysis, public right-of-way construction, permitting, utility coordination, and drainage outlet connections. A Design-Build team with both design and construction experience can better evaluate the site constraints and develop a feasible, permittable, and maintainable solution.
c.The Project benefits from early contractor involvement. Early contractor involvement will help identify construction constraints, 7 of 15

4 utility conflicts, staging limitations, permitting risks, cost impacts, and schedule concerns before final design is completed. This will reduce the potential for design revisions, construction delays, and change orders. d.The Project requires coordination with an outside agency and may involve permit-dependent design decisions. Because the anticipated drainage outlet is an L.A. County Flood Control District channel, the design must be coordinated with County requirements. Design-Build delivery will allow the selected team to work through the permitting and constructability process while maintaining single-point responsibility for the final design and construction.
e.The Project addresses an ongoing public safety and maintenance concern. The existing condition has resulted in recurring standing water, slippery and muddy conditions, algae, mosquitoes, and repeated maintenance requests. The Project will provide a more permanent infrastructure solution to reduce ongoing maintenance needs and improve public safety.
2. Justification for the Alternative Project Delivery Method [GMC Section
4.13.060(B)]:
Design-Build achieves or improves:
a. The Project’s schedule by minimizing project delivery time. Using Design-Build will allow design, constructability review, permitting coordination, and cost development to proceed in a more integrated manner. This is important because the drainage concern has been ongoing and the proposed connection to the County channel may require significant agency coordination.
b. The Project’s total cost by minimizing project spending, maximizing budget, and completing it within budget and schedule.
i. Using the Design-Build method on this Project will enable early coordination between the Project designer and the builder, thereby reducing design conflicts, construction issues, and potential change orders. This Project will benefit from additional cost savings realized through Design-Build because of early coordination of field conditions, construction means and methods, utility conflicts, agency permit
requirements, and materials.

4 c. The Project’s quality by:
i. Providing a comprehensive design and construction approach that addresses the complexity of the Project and the City’s need for a long-term drainage solution;
ii. Providing a design and construction approach that minimizes or reduces project risk borne by the City;
iii. Providing the most qualified organization to perform the work; and
iv. Ensuring that the Design-Builder completes the Project in accordance with its approved design and applicable permitting requirements prior to construction.
WHEREAS, the City Manager, as required by GMC Section 4.13.070(A)(2), reviewed the Project and, on May 30, 2026, approved the use of Design-Build; and
WHEREAS, having received the City Manager’s approval and having satisfied one or more reasons under GMC Section 4.13.060(A), and one or more justifications under GMC Section 4.13.060(B), the Project meets the procedural and substantive requirements for using an alternative project delivery method.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GLENDALE:
Section 1. The foregoing facts are deemed to be true and correct, and are a basis for authorizing the use of the Design-Build delivery method on this Project Section 2. The Director of Public Works, or his designee, is hereby directed to advertise for proposals for the project’s design, work, equipment, and materials.
Section 3. The Director of Public Works is directed to return to the Council for the Council’s award of a contract.
