2. Housing Authority Motion Approving the Substantial Amendment to the HOME-ARP Allocation Plan governing resident selection preferences and methods of prioritization for the eleven HOME-ARP-assisted senior units at Parkview Glendale, located at 426 Piedmont Avenue.
COUNCIL ACTION
EXECUTIVE SUMMARY
Parkview Glendale is a 68-unit senior affordable housing development at 426 Piedmont Avenue. Eleven of the units are assisted with federal HOME-ARP funds and are subject to federal program requirements governing selection of residents. The proposed Substantial Amendment to the HOME-ARP Allocation Plan modifies the preferences and methods of prioritization governing resident selection for those eleven units.
On April 28, 2026, the City Council and Housing Authority directed staff to offer the eleven HOME-ARP units at Parkview Glendale to senior households (age 62 or older) currently assisted through the Emergency Housing Voucher (EHV) program who may face future loss of voucher assistance due to the temporary nature of EHV funding, with the selection order to be determined by randomized lottery. To implement this directive in compliance with federal HOME-ARP requirements, staff prepared a substantial amendment to the City’s HOME-ARP Allocation Plan (Exhibit 1) establishing a tiered preference structure and lottery-based method of prioritization specific to the eleven HOME-ARP-assisted units at Parkview Glendale.

RECOMMENDATION
That the City Council and Housing Authority approve the Substantial Amendment to the HOME-ARP Allocation Plan governing resident selection preferences and methods of prioritization for the eleven HOME-ARP-assisted senior units at Parkview Glendale, at 426 Piedmont Avenue.
ANALYSIS
HOME-ARP and Parkview Glendale
HOME-ARP is a federal program created through the American Rescue Plan Act of 2021 to assist households experiencing homelessness, housing instability, or other qualifying hardships. The City of Glendale received a HOME-ARP allocation and, in 2023, HUD approved the City’s HOME-ARP Allocation Plan, which dedicated a portion of that allocation toward the development of affordable housing at Parkview Glendale, a 68-unit senior affordable housing development located at 426 Piedmont Avenue, owned by Piedmont Glendale L.P. and managed by EAH Housing. Eleven of the 68 units at Parkview Glendale are assisted with HOME-ARP funds and are subject to HOME-ARP program requirements. The original HOME-ARP Allocation Plan (Exhibit 4) established a preference framework for seniors facing homelessness, at risk of homelessness, and seniors at greatest risk of housing instability for those eleven units.
Emergency Housing Voucher Program and April 28 Direction The Emergency Housing Voucher (EHV) program was established under the American Rescue Plan Act of 2021 and provides temporary federal rental assistance to households experiencing or at risk of homelessness, including seniors, persons with disabilities, survivors of domestic violence, and other vulnerable populations. The Glendale Housing Authority currently assists 188 active EHV households. 70 of those households are senior households whose primary tenant is age 62 or older and are therefore eligible for Parkview Glendale under the project’s senior occupancy restrictions. These senior households are among the most vulnerable to housing instability in the event of future EHV funding expiration or termination, given fixed or limited incomes, potential health and mobility limitations, and the scarcity of affordable senior housing in Glendale and the broader region. On April 28, 2026, the City Council and Housing Authority reviewed Housing Staff’s proposed EHV Transition Plan and directed staff to offer the eleven HOME-ARP-assisted units at Parkview Glendale to senior EHV households through a randomized lottery as part of the City’s broader EHV transition planning efforts.
HUD Funding Update
In January 2026, the Housing Authority notified EHV households that federal funding was projected to run out approximately seven months later and that rental assistance would end when funding was exhausted. Congress subsequently enacted the Consolidated Appropriations Act, 2026 (P.L. 119-75), which included provisions making Tenant Protection Voucher funding available to address EHV shortfalls. HUD issued PIH Notice 2026-12 (May 1 26-90157
3 6

1 6, 2026) indicating that HUD anticipates adequate funding available to address EHV shortfalls nationally and directing PHAs facing shortfalls to request bridge HAP funding through their Financial Management Center Financial Analyst. The Housing Authority has submitted a request for bridge HAP funding and is awaiting a response from HUD. No new termination notices have been issued to Glendale EHV households at this time.
The House FY 2027 Transportation, Housing and Urban Development Appropriations Subcommittee draft bill, released May 20, 2026, does not include dedicated EHV funding beyond a significantly reduced Tenant Protection Voucher appropriation. Although early in the appropriations process and subject to change, it reflects the current federal budget environment in which dedicated EHV program funding faces significant uncertainty beyond 2026.
Proposed Amendment
The proposed Substantial Amendment updates the existing senior preference framework in the HOME-ARP Allocation Plan by adding a defined preference for eligible senior EHV households and establishing more detailed prioritization and referral procedures for the eleven HOME-ARP-assisted units at Parkview Glendale. The amendment implements the Council direction from April 28, 2026.
The amendment establishes a Primary Preference for Senior Citizen Households (head of household age 62 or older) meeting any of the four HOME-ARP Qualifying Populations.
Within that preference, a Tier 1 subpopulation priority is established for senior EHV households who have received written notice of termination of EHV rental assistance — including notices of program expiration or sunsetting — and who have not received a Tenant Protection Voucher or other replacement federal rental assistance sufficient to sustain housing.
For initial lease-up, EAH Housing will conduct a randomized lottery of Tier 1 households under procedures approved by the City of Glendale Housing Authority and documented in the project’s Resident Selection Plan. Because the number of Tier 1 households substantially exceeds the eleven available units, the lottery will determine selection order.
If the Tier 1 lottery does not produce sufficient qualified households to fill all eleven units, the Glendale Continuum of Care will be given 14 days to refer qualified Senior Citizen Households from its active caseloads. If combined Tier 1 and CoC referrals still do not fill all units, remaining units will be filled from the Tier 2 waitlist in lottery order.
The Tier 2 waitlist consists of all other senior households meeting any HOME-ARP Qualifying Population who do not fall within the Tier 1 subpopulation. It was initially populated by senior applicants who completed the HOME-ARP Supplement to Application during the March 2026 application period and self-identified as Qualifying Population-eligible, ordered by lottery numbers assigned during the March 2026 public lottery. New applicants may be added through affirmative marketing
For subsequent vacancies during the 15-year compliance period, the CoC receives a 14-day referral window before the unit is filled from the Tier 2 waitlist in lottery order. The amendment does not establish a standing Tier 1 waitlist for subsequent vacancies. 1 26-90157

1 HOME-ARP Qualifying Population Eligibility
HOME-ARP program rules require that each household admitted to a HOME-ARP-assisted unit be individually documented as meeting one of HUD’s designated Qualifying Population definitions at the time of move-in, in accordance with HUD Notice CPD-21-10.
EHV senior households may meet HOME-ARP Qualifying Population definitions by virtue of their prior homeless or housing-unstable status at the time of EHV issuance, and may further qualify as households requiring housing assistance to prevent homelessness under HUD Notice CPD-21-10. The City’s approved 2025–2030 Consolidated Plan identifies severe housing cost burden, homelessness prevention, and housing instability among low-income and elderly households as significant local housing needs, supporting the prioritization of senior EHV households under the “At Risk of Homelessness” and “At Greatest Risk of Housing Instability” definitions. All households will be individually documented as meeting applicable Qualifying Population requirements at admission, consistent with HUD Notice CPD-21-10. The amendment establishes a method of prioritization rather than a categorical exclusion; all four HOME-ARP Qualifying Populations remain eligible for the HOME-ARP- assisted units at Parkview Glendale.
Compliance and Coordination
The substantial amendment process requires public notice, public comment, public hearing, and submission to HUD through the Integrated Disbursement and Information System (IDIS), which routes to HUD’s Los Angeles Community Planning and Development (CPD) Field Office. The proposed amendment has been reviewed for compliance with applicable HOME-ARP regulations and HUD requirements and remains within the scope of the originally approved HOME-ARP eligible activity and senior preference framework for Parkview Glendale. Staff has coordinated with EAH Housing regarding the amended prioritization process and the timeline for unit selection, and has been in correspondence with HUD’s Los Angeles CPD Field Office regarding the HOME- ARP regulatory framework applicable to the Parkview Glendale units.
