RECOMMENDATION
That the City Council accept $493,377 in Elderly Nutrition Program (ENP) funding from Los Angeles County Aging and Disabilities (AD) for FY 2026-2027; and authorize the City Manager or a designee to execute Amendment No. 3 to Subaward ENP252604, period July 2026 – June 2027, to accept and implement the funding.

ANALYSIS
CSP has been providing meal service to older adults 60 years and older in the Greater Glendale Area since 1979 with grant funding administered from Los Angeles County AD through the federal Older Americans Act (OAA). The ENP provides an important opportunity for social contact and is the only meal many seniors receive in a day.

The ENP program is operated through the Senior Services Section which provides comprehensive, long-term services that include Congregate Meal (C1), Home Delivered Meals (C2), Emergency Meals (EM), Telephone Reassurance (TR) and Supportive Services (SSP). The goal of these services is to assist the seniors in our community to maintain their independence and live in their own homes.

The City’s ENP C1 program operates two congregate meal sites serving lunch 7 days per week at the Adult Recreation Center and five days per week at Sparr Heights Community Center. An average of 4,000 meals per month are served in the program to over 500 unduplicated seniors annually.

The ENP C2 program is for homebound older adults requiring food delivery assistance for physical and/or medical reasons and is substantiated by a doctor’s order before beginning program services. Program services include a weekly delivery of seven frozen meals that include bread, fruit, milk, and dessert. The Emergency Meals Program is part of the Home Delivered Meals and provides three days’ worth of shelf stable meals to clients enrolled in the program per fiscal year. Telephone Reassurance Program is also a part of the Home Delivered Meals program which ensures seniors who are shut-in receive a weekly well-being call.

The City contracts with TRIO Community Meals, LLC (TRIO) to provide congregate and home delivered meals catering services for the ENP program. The contract period is from December 1, 2022 through November 30, 2026.

TRIO has informed the City it would like to exercise the contract terms to extend the contract an additional 2 years to November 30, 2028. During this contractual period the meal rate will increase by 6% per meal on December 1, 2026. Staff will return to Council to amend TRIO contract through November 30, 2028.

The cost per meal rate during this period is as follows:
7/1/26 to 11/30/26 12/1/26 to 6/30/27
Congregate Meals $4.56 per meal $4.83 per meal
Home Delivered Meals $4.75 per meal $5.04 per meal

The City has a purchase order with Revolution Foods to provide Emergency Meals to Home Delivered Meals program clients for 3 (three) days’ worth of shelf stable meals at a unit rate of $6.85 per meal.

CSP was awarded an ENP grant award from Los Angeles County AD for OAA baseline funding through a noncompetitive process where the City entered into a subaward agreement for a one-year term, commencing July 1, 2025, through June 30, 2026, with three additional options to renew annually for an anticipated total subaward term of four years. OAA baseline funding for the program requires a 12% cash match. Amendment No. 3 is for year two of a four-year subaward term.

On May 28, 2026, Los Angeles County AD informed the City of various ENP grant funding totaling $493,377 be used for C1, C2, and Telephone Reassurance Programs in FY 2026- 2027 from July 1, 2026 through June 30, 2027. In addition to OAA baseline funding in FY 2026-2027, Net County Cost (NCC) funding, Modernizing Older Californian Act (MOCA) state funding, and Nutrition Services Incentive Program (NSIP) funding is also included in the FY 2026-2027 funding.

OAA baseline funding, NCC, and NSIP is a reimbursable grant with a 12% cash match while MOCA funding does not require a cash match.

The LA County AD reimbursement rate for ENP funding for meal service delivery for FY 2026-2027 is as follows:

Service Type Funding Source Reimbursement Rate
Congregate Meals OAA/NCC/MOCA $8.45 per meal
Home Delivered Meals OAA/NCC/MOCA $9.37 per meal
Telephone Reassurance Calls OAA Baseline $1.00 per call Congregate Meals NSIP C1 $1.00 per meal
Home Delivered Meals NSIP C2 $1.00 per meal
OAA baseline funding, NCC, MOCA, and NSIP funding will enable the City to provide 43,887 congregate meals, 12,938 home delivered meals, provide 80 homebound seniors with a 3 day’s supply of emergency meals, and make 1,300 telephone reassurance calls to homebound seniors through June 30, 2027.
