ANALYSIS
As part of the Public Works Department’s ongoing efforts to improve the condition of the city’s sidewalks, the plans and specifications were prepared for the District 12 ADA Curb Ramp Installation and Sidewalk Repair Program.
The project scope of work includes the following:
Selective removal, repair, and reconstruction of damaged curbs, gutters, sidewalks, driveways, cross gutters, and alley aprons;
Selective removal, repair, and reconstruction of damaged asphalt and Portland cement concrete pavements;
Installation of new ADA compliant curb ramps where none existed; and Modification and reconstruction of existing ramps to meet current ADA standards.
The proposed project includes improvements that will comply with current Federal ADA guidelines.
On March 31, 2026, the City Council adopted the project plans and specification and authorized the City Clerk to advertise the project for bids. The project was advertised in the Glendale Independent, the city’s website, as well as various online platforms.
On May 6, 2026, the city received nine bids from contractors as follows:
1. Kalban, Inc. $2,575,317
2. Vart Construction, Inc. $2,877,722
3. Gentry General Engineering, Inc. $2,963,849
4. CJ Concrete Construction, Inc. $3,044,613
5. Towo Enterprises, Inc. $3,820,385
6. Van Engineering, Inc. $4,131,397
7. Carter Enterprises Group, Inc. $4,287,714
8. Palp, Inc. DBA Excel Paving $4,498,874
9. Environmental Construction, Inc. $5,960,219
Upon review of the bid documents, staff finds the bid of Kalban of $2,575,317 to be the lowest responsive bid from a responsible bidder. The bid of Kalban in the amount of $2,575,317 is approximately 36% below the Engineer’s Estimate of $4,000,000.
Staff also recommends establishing a construction reserve in the amount of $515,063, or 20 percent of the bid amount, based on previous experience with similar projects and is in conformance with the nature of this project. This reserve will allow the city to address additional, incidental, unforeseen, or necessary work identified during construction, including related improvements within and adjacent to the project limits.
This approach enables the city to take advantage of economies of scale while reducing the likelihood of future mobilizations, disruptions, and added costs. It also provides flexibility to respond to unforeseen field conditions that could not be fully identified 5b3

during the design phase, such as uplifted sidewalks, damaged driveway aprons, broken curbs and gutters, or other site conditions encountered between completion of design and the start of construction, and to complete any resulting nearby improvements efficiently under the current contract.
Furthermore, staff has budgeted approximately ten percent of the construction amount, or $257,532, for construction management and engineering support services such as project management, project engineering, construction inspection, quality assurance and control.
District 12 ADA Curb Ramp Installation and Sidewalk Repair Program Construction Bid $ 2,575,317
20% Construction Reserve $ 515,063
10% Construction Management & Engineering Support $ 257,532 Total Construction Cost $ 3,347,912
The State of California Contractors State License Board website confirms that the license of Kalban is current, active, and in good standing. Additionally, staff contacted the references provided by Kalban and found they had satisfactorily completed their projects. Also, Kalban recently completed construction of the city’s West Glendale ADA Curb Ramp Installation and Sidewalk Repair Program Phase I Project in a satisfactory manner.
The construction of this project is anticipated to begin in September 2026 and is scheduled for completion by February 2027.
STAKEHOLDERS/OUTREACH
As a result of this project, the public will gain improved accessibility and walkability throughout the project neighborhoods and improved safety for all users.
Approximately 8,250 notifications were sent to property owners and occupants along the project limits notifying them of the in-person and virtual community meeting for the project on January 15, 2026 at 6:00 p.m. The in-person and virtual community meeting was also broadcast on the city’s YouTube channel. During the meeting, the public was informed of the project details, construction schedule, future city and contractor notifications, and the impacts of the construction work in their neighborhood.
Participants also had the opportunity to phone in and provide their comments and/or ask questions regarding the project.
Approximately one month before the commencement of construction, staff will prepare a notification postcard containing essential project details including a link to the project website. The postcard will be sent by mail to the residences and businesses that will be affected by the construction. Additionally, the contractor will be responsible for distributing door hangers to the affected addresses. The door hangers will be provided one week prior to the start of any construction activity within the project area. 5b4
