EXECUTIVE SUMMARY
A PSA is needed for a consultant to provide professional engineering services for the city’s Wastewater Master Plan (WWMP) Update and associated wastewater consulting services. The WWMP serves as a critical planning and operational tool for Public Works to evaluate, prioritize, maintain, and improve the city’s wastewater infrastructure system.
The updated WWMP will provide a comprehensive assessment of the structural integrity and hydraulic capacity of the wastewater collection system and establish short-term and long-term capital improvement priorities. The plan will also assist the city in maintaining compliance with State Water Resources Control Board requirements and industry standards.
Following a Request for Proposals (RFP) process, HDR Engineering, Inc. is recommended to perform the work for the WWMP Update and provide as-needed wastewater consulting services. The proposed PSA with HDR Engineering, Inc. will cost an amount not to exceed $621,472.

needed wastewater consulting services in an amount not to exceed $621,472, and approve the resolution of appropriation to appropriate funds in the amount of $115,472 from the Sewer Fund, for professional engineering services for the WWMP Update and as-needed wastewater consulting services.
ANALYSIS
The City of Glendale provides wastewater collection and conveyance services to over 99 percent of residents and businesses within the city limits and approximately 2,300 customers within the Crescenta Valley Water District service area.
The city’s wastewater system consists of approximately 360 miles of wastewater pipelines, more than 7,550 manholes, and over 44,700 sewer laterals. Wastewater generated within Glendale is conveyed to the City of Los Angeles Hyperion Treatment Plant and the Los Angeles-Glendale Water Reclamation Plant (LAGWRP), the latter of which is jointly owned by the City of Glendale and the City of Los Angeles.
The WWMP is an essential planning document used to assess the condition, operational performance, and hydraulic capacity of the city’s wastewater collection system. The WWMP identifies existing and future infrastructure deficiencies and establishes capital improvement priorities necessary to maintain a safe, reliable, and efficient wastewater system.
The updated WWMP will include:
Comprehensive evaluation of existing wastewater infrastructure. Hydraulic modeling and capacity assessment.
Condition assessment and system performance review.
Development of repair, rehabilitation, and replacement programs. Capital Improvement Program (CIP) recommendations.
Evaluation of operational and maintenance practices; and As-needed wastewater consulting support services, including performing a Wastewater Financial Plan and Cost of Service Analysis. The financial & COSA analysis will support long-term infrastructure planning and evaluation of system sustainability and does not itself establish or approve future rate adjustments.
The city is required to inspect, assess, maintain, and operate its wastewater infrastructure in compliance with State Water Resources Control Board regulations, Waste Discharge Requirements, and industry best practices.
To hire the most qualified consultant, Public Works Engineering issued an RFP to several professional engineering consulting firms experienced in wastewater infrastructure planning and utility management services. The city received two proposals from consulting firms for the WWMP Update under RFP #2026-002. 5c3

An evaluation team of staff from PWD reviewed the proposals. The proposals were all ranked based on the following criteria:
Staff qualifications and technical expertise.
Demonstrated understanding of project objectives and scope. Quality and responsiveness of proposal.
Project schedule and deliverables; and
Cost effectiveness.
Based on the combination of written submittals and the results of the interviews, the HDR Engineering, Inc. consultant team was determined to be the top-ranked firm for the WWMP update.
HDR Engineering, Inc. demonstrated extensive experience with wastewater master planning, hydraulic modeling, utility management, and regulatory compliance projects for municipalities throughout Southern California. The firm also demonstrated a clear understanding of the city’s wastewater system needs and long-term infrastructure planning goals, and they successfully completed the city’s latest WWMP update several years ago.
Following negotiations, staff refined the scope and fee structure with HDR Engineering, Inc., resulting in a reduced proposed cost from $573,165 to $564,975 while incorporating additional task efficiencies and refined deliverables. The total authorization of $621,472 includes a 10 percent contingency to address unforeseen conditions, additional “as-needed” technical analysis identified earlier, or regulatory coordination that may arise during development of the master plan. The WWMP Update is anticipated to be completed within approximately 18 months.
