EXECUTIVE SUMMARY
Glendale Water & Power (GWP) is requesting City Council authorization to execute a contract with Williams Pipeline Contractors, Inc. to extend an existing 6-inch water main on 1800 block of Marion Drive. On May 27, 2026, GWP received nine (9) bids and, following a thorough review, determined that Williams Pipeline Contractors, Inc. is the lowest responsive bidder.
RECOMMENDATION
Authorize the City Manager, or his designee, to execute a contract with Williams Pipeline Contractors, Inc. for the 6-Inch Water Main Extension on the 1800 Block of Marion Drive Project (Specification No. 4044) in the amount of $103,500, plus a ten percent (10%) contingency of $10,350.
Choosing not to award the contract as recommended herein will result in postponement of the extension of the 6-inch water main on the 1800 Block of Marion Drive. This would result in the newly constructed homes on the 1800 block being without potable water service, as no existing water main currently fronts the properties.
ANALYSIS
GWP’s Capital Improvement Project No. 26-02, 6-Inch Water Main Extension on the 1800 Block of Marion Drive, proposes to extend an existing 6-inch potable water main 25a

by approximately 225 linear feet. This extension is required to provide water service to three newly constructed residential properties located at 1800, 1820, and 1830 Marion Drive, as shown in the location map attached hereto as Attachment A.
Currently, there is no potable water main fronting these properties, preventing the newly constructed homes from being connected to the City’s water system. The proposed water main extension will provide the necessary infrastructure to allow service connections and ensure reliable potable water delivery to the residences.
In addition to providing new water services and a new fire hydrant, the project supports GWP’s ongoing commitment to maintaining a reliable, efficient, and resilient water distribution system. Extending the water main in accordance with current standards enhances overall system integrity, improves operational flexibility, and ensures the infrastructure is capable of meeting both current and future service demands while maintaining high water quality and system reliability.
On May 5, 2026, the City Council adopted Specification No. 4044 for Capital Improvement Project No. 26-02, 6-Inch Water Main Extension on the 1800 Block of Marion Drive and directed the City Clerk to advertise for bids for the work, equipment, and materials described therein.
To ensure competitive bidding, the Notice Inviting Bids (NIB) for the project was published on the City’s website. The project was also advertised on Bidnet Direct, a construction services platform. In turn, Bidnet Direct distributed the project advertisement to several additional project posting sites that do not require a subscription, including Bid America, Blueprint Express, Construction Data Corporation, Direct Connection, and F.W. Dodge.
On May 27, 2026, the bid deadline, the City received nine (9) bids as summarized in Attachment B, and as shown below:
