EXECUTIVE SUMMARY
Glendale Water & Power is requesting authorization to execute a contract with Williams Pipeline Contractors, Inc. for Sparr Heights Large Valve Replacement Project, in the amount of $443,000. On June 9, 2026, GWP received nine bids. Following a review of the bid documents, GWP determined that Williams Pipeline Contractors, Inc., is the lowest responsive bidder in compliance with the requirements of the specifications.

RECOMMENDATION
Authorize the City Manager to execute a contract with Williams Pipeline Contractors, Inc. for Sparr Heights Large Valve Replacement Project, in the amount of $443,000, plus a ten percent contingency of $44,300.

ANALYSIS
GWP’s Sparr Heights Large Valve Replacement Project is proposed to replace multiple inoperable water system valves located along North Verdugo Road and within the surrounding Sparr Heights area, as shown in the Location Map (Attachment A). These valves are critical components of the potable water distribution system, as they allow for localized shutdowns during maintenance or emergency repairs.

Currently, a number of these valves are no longer functional, significantly limiting the Water Division’s ability to isolate sections of the system, and resulting in broader service disruptions than necessary.

The proposed project includes the replacement of eleven inoperable valves at the following nine locations:
3500 N Verdugo Road (12” Gate Valve)
La Crescenta Avenue & North Verdugo Road (12” Gate Valve) 3170 North Verdugo Road (16” Gate Valve)
3016 North Verdugo Road (Two (2) 16” Gate Valves and 12” Gate Valve) Sparr Boulevard & North Verdugo Road (12” Gate Valve)
2918 North Verdugo Road (16” Gate Valve)
1297 North Verdugo Road (24” Gate Valve)
North Verdugo Road & East Mountain Street (24” Gate Valve) 3435 Angelus Avenue (12” Gate Valve)
These valves play a vital role in isolating large segments of the distribution system.

Their replacement will significantly improve operational flexibility by allowing smaller, more controlled shutdown areas, thereby reducing the number of affected residents during future maintenance or emergency events.

The urgency of this project was emphasized during a potable water main break that occurred in June 2025, which resulted in approximately 400 residents experiencing a loss of water service. GWP Water Division crew responded during non-working hours and worked for over ten hours to address the emergency. Upon arrival, crews identified that several valves within the affected area were inoperable, which significantly delayed the ability to isolate the break and prolonged the service outage. In response to this incident and the identified system deficiencies, GWP Water Division has prioritized the replacement of these inoperable valves to enhance system reliability, improve emergency response capabilities, and minimize future service disruptions.

On May 5, 2026, the City Council adopted Specification No. 4045 for Capital Improvement Project 26-01-Sparr Heights Large Valve Replacement Project and directed the City Clerk to advertise for bids for the work, equipment, and materials described therein.

To ensure competitive bidding, the Notice of Inviting Bids (NIB) for the project was published on the City’s website. The project was also advertised on Bidnet Direct, a construction services platform. In turn, Bidnet Direct distributed the project advertisement to several additional project posting sites that do not require a subscription, including Bid America, Blueprint Express, Construction Data Corporation, Direct Connection, and F.W. Dodge.

On the bid deadline of June 3, 2026, the City received nine bids as summarized in Attachment B, and as shown on the next page:

7 Toro Enterprise, Inc. Oxnard, CA $688,456
8 Big Ben, Inc. Irvine, CA $694,452
9 CHI Construction, Inc. Fullerton, CA $758,000
Upon careful review of the bid documents, the apparent low bidder, Estate Design and Construction, was deemed non-responsive as they did not include three comparable references for potable water projects, which was one of the mandatory requirements.

The bid documents required bidders to list three projects similar in scope of this project.

The reference projects submitted by Estate Design and Construction consisted of stormwater and debris basin cleanout projects, which do not demonstrate experience performing work on active potable water systems. Potable water improvement projects involve specialized requirements related to maintaining water quality, system reliability, regulatory compliance, water system isolation, disinfection and bacteriological testing, excavation, backfill, and compaction activities performed in accordance with the California State Water Resources Control Board’s Division of Drinking Water. As a result, the bid was deemed non-responsive and not considered for award.

In addition, Estate Design and Construction did not comply with the bid document requirements regarding signatures and notarizations. The specifications required all signatures to be wet original ink and required the applicable bid forms to be properly notarized. However, Estate Design and Construction submitted electronic signatures instead of wet original ink signatures on seven required forms.

Lastly, Estate Design and Construction failed to provide six required notarizations.

These requirements were mandatory components of the bid submittal, and the failure to provide the required wet signatures and notarizations further supports GWP’s determination that Estate Design and Construction’s bid was non-responsive and not considered for award.

Upon carefully reviewing the documents submitted by the apparent second lowest bidder, J.A. Salazar, it was also determined that their bid submittal was non-responsive as they were missing three required notarizations. As such, J.A. Salazar Construction & Supply Corporation was also not considered for award.

The bid submitted by the third lowest bidder, Williams Pipeline Contractors, Inc., upon review was determined to be responsive and in compliance with the bidding requirements. The bid amount of $443,000 is under the Engineer’s Estimate of $450,000. Additionally, staff verified through the State of California Contractors State License Board that Williams Pipeline Contractor, Inc., of Mission Hills, California, holds a contractor’s license that is current, active, and in good standing.

ENVIRONMENTAL REVIEW (CEQA/NEPA)
This project is categorically Exempt from the California Environmental Quality Act (CEQA) pursuant to the California Code of Regulations, Title 14, Sections 15301 and 15302, repair maintenance, or minor alterations of existing utility facilities, and replacement or reconstruction of existing utility systems or facilities.

CAMPAIGN DISCLOSURE
Not applicable.

ALTERNATIVE TO STAFF RECOMMENDATION
Choose not to award the contract as recommended herein. This would result in continued reliance on inoperable water system valves during both emergency and planned shutdowns, compromising the reliability of the potable water system and increasing the risk of broader service interruptions.
