Approved for July 28, 2026 calendar

EXECUTIVE SUMMARY
The Workforce Innovation and Opportunity Act of 2014 requires that a MOU be executed between the Verdugo Workforce Development Board and its America’s Job Center of CaliforniaSM (AJCC) local partners with the agreement of the Chief Local Elected Official.

The purpose of the MOU is to establish the AJCC delivery system that fosters demand- driven skills attainment; enables upward mobility for all customers; and aligns, coordinates, and integrates programs and services with partners. The MOU also establishes the framework for service provision to employers, employees, jobseekers and others in need of workforce services. The MOU represents a non-fiscal commitment required by the Department of Labor per the WIOA regulations.

RECOMMENDATION
That City Council approve the MOU between the Verdugo Workforce Development Board and the required local workforce partners in compliance with the WIOA; and authorize the Mayor to sign the MOU, and all later amendments to the MOU.

ANALYSIS
The Verdugo Consortium is a Joint Powers Agreement (JPA) comprised of the Cities of Glendale, Burbank, and La Cañada Flintridge. The Verdugo Workforce Development Board (VWDB) is the planning and policy body for the Consortium. Its purpose is to provide employment and training programs within the three cities and to allocate and award all Workforce Innovation and Opportunity Act (WIOA) funds toward its goals. 5d2

Through the JPA, the City of Glendale is given responsibility for the administration of all Consortium activities, including approving agreements such as the MOU between the VWDB and its partners.

WIOA requires that a MOU be developed and executed between the VWDB and its AJCC, the Verdugo Jobs Center (VJC) local partners with the agreement of the Chief Local Elected Official (CLEO). The purpose of the MOU is to establish the AJCC delivery system that fosters demand-driven skills attainment; enables upward mobility for all customers; and aligns, coordinates, and integrates programs and services with partners. The MOU also establishes the framework for service provision to employers, employees, jobseekers and others in need of workforce services.

The Employment Development Department (EDD) in coordination with the California Workforce Development Board (CWDB) issued guidance on the required MOU under the Workforce Services Directive 18-12, stating that the MOUs will be reviewed and updated every three years with an annual review of and, if necessary, amendments to the Infrastructure Funding Agreements (IFA) and other System Costs Budget.

Per the State’s initial direction, the MOU was originally developed in 2016 as two separate documents; one document that describes service coordination among partners and a second one which describes the framework for sharing resources and infrastructure costs needed to support the AJCC system.

With State direction, the VWDB has developed a revised MOU which combines both documents into one singular document that has all the required federal information. The VWDB worked with all the required partners to describe how the local AJCC delivery system would operate, including the identification of shared services, shared customers and coordinated service delivery.

As part of this process, the partners also determined how to provide and sustain a service delivery model for the public. This included establishing how resources would be shared and how joint infrastructure and related costs would be supported to maintain a cohesive AJCC system.

To remain in compliance with federal requirements, all partners must sign this new MOU.

Before partner signatures can be collected, the MOU must first be approved by City Council. Once approved, all partner signatures will be obtained. Only partners that receive workforce federal funds are required to be included in the MOU.

The MOU partners include the following organizations: Burbank Adult School, Job Connect-City of Burbank, Friends Outside, Glendale Community College, Glendale Youth Alliance, Los Angeles County Aging and Disabilities, Los Angeles County Department of Public Social Services, Job Corps, Department of Rehabilitation, Employment Development Department Wagner Peyser and Unemployment Insurance, United American Indian Involvement, and the Verdugo Jobs Center. 5d3
