RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA,
DISPENSING WITH COMPETITIVE BIDDING AND AUTHORIZING THE CITY
MANAGER, OR HIS DESIGNEE, TO EXECUTE AN AMENDMENT TO DESIGN-BUILD AGREEMENT 8003204, WITH GLENDALE FIRE SYSTEMS, INC. (GFS) INCREASING THE AMOUNT BY $98,453 FOR THE DESIGN BUILD OF THE FIRE SYSTEMS IMPROVEMENTS AT VARIOUS CITY FACILITIES PROJECT, SPECIFICATION NO. 3961.
WHEREAS, on May 6, 2025, City Council authorized a design-build agreement with GFS in the amount of $525,000 plus a contingency amount of 10%; and WHEREAS, staff recommend replacing the originally planned pre-action fire sprinkler system with a Clean Agent Fire Suppression System and relocating the automatic fire sprinkler main supply piping to bypass the Radio Room while maintaining sprinkler protection for the remaining second-floor areas., and
WHEREAS, Clean Agent Fire Suppression System will provide fire protection without discharging water onto sensitive electronic equipment. This modification will significantly reduce the risk of damage to approximately $11 million in critical communications and electronic equipment that could result from an accidental sprinkler activation or water discharge event, and
WHEREAS, the cost of the Clean Agent Fire Suppression System is $98,453, and WHEREAS, the implementation of the Clean Agent Fire Suppression System will require an increase to the contract in the amount of $98,453; and WHEREAS, Glendale City Charter, Article VI, Sec. 9 provides an exemption to competitive bidding where the Council determines it is in the best interest of the city to dispense with competitive bidding.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE:
1. The foregoing facts are deemed to be true and correct, and are a basis for rejecting the bids.
2. The Council hereby:
A. Dispenses with competitive bidding and authorizes the City Manager or his designee to execute an amendment to Design-Build Agreement No. 8003204 - subject to approval to form by the City Attorney – with GFS, increasing the contract amount by $98,453, and approving an additional 10% contingency of $9,745.
B. The additional scope of work shall include the installation of Clean Agent Fire Suppression System for the Fire Systems Improvements at Various City Facilities Project.
