1 RESOLUTION NO. _____________
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GLENDALE, CALIFORNIA, TO DESIGNATE THE RESIDENTIAL
PROPERTY LOCATED AT 228 SPENCER STREET AS A HISTORIC
RESOURCE ON THE GLENDALE REGISTER OF HISTORIC
RESOURCES AND AUTHORIZING THE CITY MANAGER TO ENTER
INTO A MILLS ACT HISTORICAL PROPERTY CONTRACT
WHEREAS, the owner of record of the residential property located at 228 Spencer Street (the “Property”) has consented to, and requests that the Property be designated as a historic resource on the Glendale Register of Historic Resources pursuant to the provisions of Section 15.20.060 of the Glendale Municipal Code; and WHEREAS, the Historic Preservation Commission, at a regularly scheduled meeting on January 15, 2026, unanimously recommended designation of the Property for listing on the Glendale Register of Historic Resources by a vote of 5-0; and WHEREAS, the City Council has conducted a duly noticed public hearing pursuant to the provisions of Section 15.20.060 of the Glendale Municipal Code; and WHEREAS, the City Council of the City of Glendale, pursuant to Sections
15.20.050 and 15.20.060, finds based on information in the record that the Property is eligible for listing on the Glendale Register of Historic Resources because it qualifies under Criterion 3 (embody the distinctive and exemplary characteristics of an architectural style, architectural type, period, or method of construction; or represent a notable work of a master designer, builder or architect whose genius influenced his or her profession; or possess high artistic values) in that it is a distinctive and exemplary example of the English Tudor Revival style in the Storybook subtype with an irregular plan and distinctive features, such as the dramatically pitched front-facing gabled roofs on the primary house and the port- cochere, the front entry courtyard, rounded towers, and architectural details that reflect the home’s whimsical and fairytale-inspired style that gained popularity in the 1920s in Los Angeles; has landscaping and hardscape features, such as the two twisted-trunk Juniper trees, cast concrete table and bench, reticulated driveway, and curved flagstone entryway, that create a complete and integrated site planning that sets the property apart from other Tudor Revival style homes; has divided light wood casement, fixed, and leaded windows, half-timbering, and exposed brick and stonework that emphasizes the home’s storybook- inspired character; and retains high integrity of materials, design, workmanship, location, setting, and feeling, as further described in the August 11, 2026 Staff Report regarding the Property; and
WHEREAS, the City Council of the City of Glendale further finds that because the Property qualifies for listing on the Glendale Register of Historic Resources, among other factors, that entering into a Mills Act contract with the Property owner is appropriate based on all of the information in the record. 2 NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE AS FOLLOWS:
Section 1. The recitals above are incorporated herein by this reference.
Section 2. That the property located at 228 Spencer Street is to be designated as a historic resource in the Glendale Register of Historic Resources.
Section 3. That the City Manager is authorized to enter into a Mills Act historical property contract with the Property owner subject to the following condition:
1. Replace garage door with more compatible wood garage door.
Section 4. That the designation of the Property as a Historic Resource for listing on the Glendale Register of Historic Resources and entering into a Mills Act contract with the Property owner is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Title 14 CCR Sections 15331 (preservation of historic resources) and 15308 (actions by regulatory agencies for protection of the environment).
