EXECUTIVE SUMMARY
GWP received a proposal to the advertisement of Request For Proposal (RFP), issued on March 30, 2026. GWP staff evaluated the proposal based on the criteria stated in the RFP and determined that Las Colinas Engineering dba Las Colinas Electrical’s proposal meets the requirements of the RFP.

RECOMMENDATION
Authorize the City Manager to enter into and execute an EPC contract with Las Colinas Engineering dba Las Colinas Electrical to furnish materials, equipment, and labor as needed for the Substation Battery, Charger, and Rack System Replacement Project in the amount of $962,961, plus a ten percent contingency of $96,296.

ANALYSIS
GWP’s commitment to providing safe and reliable electric power to its customers relies on uninterrupted power supply to the utility’s critical control, protection, and communication equipment at the electric substations. This power is provided by the substation batteries and associated accessories.

On January 13, 2026, City Council approved Resolution 26-02 to adopt RFP No. 3998 and direct the City Clerk to advertise for proposals. The advertisement for proposals was posted in the Glendale Independent newspaper and the City of Glendale website on February 2, 2026, and a mandatory virtual pre-proposal meeting was held on 25d

February 17, 2026, with six prospective proposers in attendance. On March 16, 2026, the proposal submittal deadline was closed with one proposal received. GWP staff evaluated the proposal and determined that the bid did not meet clearly stated requirements in the RFP. The proposal was therefore disqualified and the bidder notified accordingly.

On March 30, 2026, another advertisement for RFP No. 3998 was posted in the Glendale Independent newspaper and the City of Glendale website and, a mandatory virtual pre-proposal meeting was held on April 14, 2026, with 17 prospective proposers in attendance.

On May 18, 2026, the proposal submittal deadline was closed with only one proposer, Las Colinas Engineering dba Las Colinas Electrical submitting a proposal. GWP staff evaluated the proposal based on the criteria laid out in the RFP and found the proposal met GWP’s requirements. The proposal cost is above engineer’s estimate of $760,000 mainly due to recent increase in the cost of batteries and chargers.
