COUNCIL ACTION
Item Type: Consent Calendar
Approved for August 11, 2026 calendar

EXECUTIVE SUMMARY
The Los Angeles County Department of Arts and Culture awarded Community Services & Parks (CSP) a Community Impact Arts Grant (CIAG) of $6,200 from July 1, 2026, to June 30, 2027, for the 2026 Summer Concerts in the Park series. This grant also requires a 1:1 matching contribution. Due to FY 26–27 budget reductions, the full concert series was cancelled this year, and CSP is proposing to use the CIAG grant funds to bring the series back for one night with a single concert. LA County, through its Arts and Culture Department, provides grants to nonprofit organizations and municipalities in the County to support access to regional arts programming and deliver a wide variety of cultural services to County residents. The Board of Supervisors recognizes the powerful impact of the arts on the quality of life for residents in Los Angeles County’s 88 cities and approximately 140 unincorporated communities.

Community Services & Parks will use these grant funds to offset the cost of the single 2026 Summer Concerts in the Park event.

RECOMMENDATION
That the City Council accept and appropriate CIAG program funds in the amount of $6,200 from the Los Angeles County Department of Arts and Culture for the one-night-only return of the 2026 Summer Concerts in the Park series; and authorize the City Manager to execute all agreements, certifications, and documents necessary to accept and implement the funds.

ANALYSIS
Through this one-night-only return of the 2026 Summer Concerts in the Park series, CSP continues to provide quality arts and cultural experiences in Glendale for residents and the community-at-large. In previous years, the Summer Concerts in the Park series featured multiple free, live outdoor music events performed by bands and music groups from across Los Angeles County. During the 2025 summer season, CSP hosted six concerts and one theater performance, all held on Wednesday evenings at Verdugo Park.

Each event was well-attended and warmly received by the community, with particularly enthusiastic feedback regarding the return of Theater at the Park. This program was funded through the General Fund, and has also received support from LA County's Free Concerts in Public Sites program.

Due to FY 2026–27 budget reductions, the full concert series was cancelled for summer 2026. However, CSP was awarded the Community Impact Arts Grant (CIAG) by the Los Angeles County Department of Arts and Culture and is therefore proposing to use the CIAG grant funds to bring the series back for a one-night-only performance. The one- night-only concert will be held on Wednesday, August 12, 2026, at Verdugo Park and will feature the community-favorite band, Past Action Heroes.

The one-night-only return of the Summer Concerts in the Park series will cost approximately $12,400, $6,200 CIAG award and an additional $6,200 from the Pacific Community Center facility operations budget in the General Fund that will be shown as the required 1:1 grant match. The grant funds were not appropriated as part of the FY 2026–27 budget process. The $6,200 CIAG award will be used for artist fees and production costs. The match will be met through staff time and general supplies necessary to produce the concert.

STAKEHOLDERS/OUTREACH
The target participants for this program include Glendale residents, City employees, community members and visitors from other cities all over LA County. CSP will advertise this special, one-night-only return of the Summer Concerts in the Park series through the Department website, newsletter, social media, and flyers at counters. While the series typically attracts approximately 4,000 guests each summer, staff hopes to draw a strong and enthusiastic crowd for this one-night-only event.

FISCAL IMPACT
The one-night-only return of the Summer Concerts in the Park series will cost approximately $12,400, $6,200 in CIAG funds and an additional $6,200 budgeted in General Funds will be shown as the required 1:1 grant match. The CIAG funds were not 5e3

included or appropriated as part of the FY 2026–27 budget process. Therefore, staff is requesting the appropriation of $6,200 in grant revenue, which will be used for artist fees and production costs. The match will be fulfilled through staff time and general supplies necessary to produce the concert budgeted in the Pacific Community Center facility operations budget.
