1am a technology leader with more than 20 years of experience spanning cloud architecture, software engineering, data systems, and enterprise operations. As Chief Job Description: Technology Officer at Commonwealth Casualty Company, a Phoenix-based property and casualty insurer, I lead the technology organization across infrastructure, engineering, and IT operations - building and maintaining platforms behind personal auto and homeowners insurance while bringing Al and automation into core workflows like claims handling, quoting, and telephony. My work sits at the intersection of hands-on technical execution and executive strategy: architecting cloud and data platforms one day, driving vendor negotiations, compliance, and team growth the next. Before Commonwealth Casualty, I served as the Cloud Platforms & Architectures Director at The Aerospace Corporation, with earlier roles across engineering and technology leadership working closely with government organizations like the United States Air Force, United Stated Space Force, Department of Justice and law enforcement agencies across cities in Southern California.

V. Qualifications / Experience
List relevant experience and skills: I have gone through the planning process and general construction for several projects in the City of Glendale and City of Burbank. One of them was for an addition and complete rennovation of a historically designated property in the Rossmoyne neighborhood. The others have been for Auxiliary Dwelling Units built on single family lots. I also have extensive experience developing, interpreting, and auditing requirements (mostly for space systems and satellite/ground systems). I have also been heavily involved in government source selection for Request for Proposals (RFPs) for government contracts from roughly $300 million to over $1 billion. In my current role, l am one of the few executives in the company that deals with contracts, cost and budgeting across the enterprise with vendors.

(attach an additional sheet if necessary) (C) If applicable, include the commission(s) on which you have served previously and include the time frame.

I see the Planning Commission as the steward of Glendale's long-term physical form: the body responsible for making sure today's development decisions still make sense twenty years from now. Its core charge is to plan for the city's long-range growth. That means reviewing and recommending general and master plans to the City Council, approving major subdivisions, and deciding condominium, minor land division, and Special Recreation Zone matters. Across all of it, I think good planning has to balance growth against livability, and it has to get there through a process that residents and applicants can both predict and trust.

A few priorities would shape how I approach the work:

The first is responsible growth. Glendale is under real pressure to add housing, and at the same time people want the neighborhoods they already live in to stay recognizable. I don't think those goals are in conflict if growth is put where the infrastructure, transit, and services can actually carry it, and if each project is judged on what it does over the long run rather than what's easy to approve now.

The second is risk. My background is in defense and in insurance and risk assessment, and that's a lens planning doesn't always get.

Choices about density, subdivision, and land use feed directly into fire exposure, water and utility capacity, and public safety. I want those risks weighed up front, with an eye toward resilience, instead of surfacing after a project is already built.

The third is process integrity. The Commission's recommendations only mean something if people believe they were reached fairly.

That comes down to applying the municipal code the same way every time, taking community input seriously rather than treating it as a formality, and stating the actual reasoning behind each recommendation to Council.

The fourth is the applicant's experience, which I know firsthand. A process that works serves residents and small property owners, not just large developers, and l'd pay attention to whether our standards are clear, our timelines reasonable, and our requirements still current.

What I want, in the end, is for Glendale to grow on purpose: deliberately, with the risks accounted for, and answerable to the people who live here.
