6. CITY COUNCIL/STAFF COMMENTS (Including reports from
conferences and regional meetings)
Councilmember Brotman welcomed Councilmember Bartrosouf. He spoke about Glendale Water & Power’s clean energy strategy and an immediate funding opportunity through a California Energy Commission grant called the Distributed Electricity Backup Assets Program (DEBA). He formally requested a GWP report back with ideas, opportunities, and/or existing plans in four areas: developing a virtual power plant strategy, offering power purchase agreements for solar installations at commercial and industrial sites, expanding time-of-use rates, and creating an effective program to incentivize residents and businesses to reduce energy usage during peak periods.

City Manager Golanian stated that these items would be listed individually for consideration on next week’s agenda.

Councilmember Brotman attended a meeting of the San Fernando Valley Council of Governments (SFVCOG), where Councilmember Bartrosouf was appointed to represent the SFVCOG on the Southern California Association of Governments’ Transportation Committee. He asked that a future new business agenda item include appointments to represent Glendale at the SGVCOG. He also expressed concerns regarding potential privacy and civil liberties issues related to FLOCK cameras and speed cameras.

Councilmember Gharpetian attended the Independent Cities Association (ICA) summer seminar. He shared discussions that took place on proposed new legislation that could require municipalities to transition to district-based elections, development on commercial sites, and state mandates diminishing local control.

He spoke about a presentation by U.S. Army Ranger veteran Kenny Thomas of the Black Hawk Down mission.

Councilmember Bartrosouf spoke about his commitment to making Glendale’s streets safer through policy, enforcement, and engineering improvements. He also reminded residents about the City’s four cooling centers and noted that GWP offers free home energy audits.

Councilmember Asatryan attended the ICA seminar and was reelected to the Board as the Executive Secretary. She said the ICA is planning webinars focused on safe streets and cybersecurity, and encouraged anyone with state bills of interest to share them so they can be added to the ICA’s legislative tracking list.

Mayor Kassakhian congratulated Glendale Unified School Board members taking the oath of office today, and the reelected/newly elected Glendale Community College Board of Trustees members, and recognized the outgoing members from both boards. He shared that the Brand Summer Music Series is held every Friday through August 28, 2026, at 7:00 PM on the lawn behind Brand Library. He promoted the Free Summer of Soccer event on Saturday, July 18, 2026, from 1:30 p.m. to 4:30 PM at Artsakh Paseo, followed by the 31st Annual Glendale Cruise Night at 5:30 PM on Brand Boulevard in celebration of Glendale’s 120th anniversary. He also congratulated Santa Clarita Councilmember Jason Gibbs on his election to the Metro Board, replacing former Glendale Councilmember Ara Najarian. Mayor Kassakhian extended thoughts and prayers to the families of the earthquake victims in Venezuela.

City Manager Golanian shared updates on organizing World Cup public viewings and noted that LOOK Cinemas on Artsakh Street is already hosting a viewing. He also announced the locations of the City’s cooling centers, which are open from July 14 through July 17 at the Adult Recreation Center, Pacific Park Community Center, Maple Park Community Center, and Sparr Heights Community Center.

Councilmember Asatryan added that several City parks remain open until 10:00 PM during the summer to provide residents with additional places to stay cool during periods of extreme heat.
