EXECUTIVE SUMMARY
The Fiscal Year (FY) 2026 Sewer Lining Project and On-Call Sewer and Storm Drain Lining Services is a trenchless pipeline rehabilitation program for sewer and storm drain infrastructure to maintain reliable service and protect public health.

On June 17, 2026, four bids were received for the FY 2026 Sewer Lining Project and On- Call Sewer and Storm Drain Lining Services, and after a thorough review, staff found Southwest Pipeline and Trenchless Corp.’s bid to be the lowest responsive bid from a responsible bidder.

The intent of this item is for the City Council to award a construction contract to Southwest Pipeline and Trenchless Corp. for three years, for a not-to-exceed amount of $3,195,606, and approve an option to extend for an additional two-year period in the not-to-exceed amount of $2,000,000.

RECOMMENDATION
Approve the motion authorizing a construction contract with Southwest Pipeline and Trenchless Corp. for three years in the amount of $3,195,606, with an option to extend for an additional two-year period in an amount not-to-exceed $2,000,000; and approve the resolution of appropriation providing adequate funding from the Sewer Fund. 5d2

ANALYSIS
The City of Glendale owns and maintains approximately 350 miles of sanitary sewer mains and 26 miles of storm drain lines. Much of the city’s sanitary sewer system was constructed in the early 1900s, when the city was first incorporated, and many mains are now over 100 years old. Due to their age and material composition, these pipelines are subject to corrosion, cracking, and structural deterioration, requiring ongoing rehabilitation to maintain system reliability and protect public health and safety.

While ownership and maintenance responsibility for many reinforced concrete storm drain lines has been transferred to the Los Angeles County Department of Public Works, the city continues to maintain certain reinforced concrete pipe segments, as well as corrugated metal pipe (CMP) storm drain lines constructed in the early to mid-20th century. CMP lines are not transferable to the county and remain the city’s responsibility, requiring continued maintenance and rehabilitation as they age.

PWD crews routinely perform cleaning and closed-circuit television (CCTV) inspections of the city’s sewer and storm drain infrastructure and have documented deficiencies requiring repair and rehabilitation. Based on inspection findings, staff evaluated pipe conditions and developed plans and a specification to address both ongoing system rehabilitation needs and localized deficiencies requiring timely repair.

The sewer lining work includes sectional (partial length) and full-length lining and associated appurtenant work within the public right-of-way and easements. These improvements address the sewer pipeline defects, reduce infiltration and the risk of failures, and extend the service life of the sewer network while minimizing impacts to traffic, residents, and businesses.

Project plans and a specification were prepared to support trenchless rehabilitation methods, including Cured-In-Place Pipe (CIPP) lining for this project. The proposed project includes the following two phases of the work:
Phase I, 2026 Sewer Lining Project: Planned trenchless rehabilitation of identified sewer segments at various citywide locations per Plan Nos. 3-1590 and 3-1595.
Phase II, On-Call Sewer and Storm Drain Lining Services: Unit-price-based, as- needed trenchless pipeline rehabilitation and repair services identified through CCTV inspections or operational needs during the contract term. This portion of the work will be authorized by the city on an as-needed basis through the contract term, and the contractor may be directed to perform either planned rehabilitation or unanticipated repairs on as-needed basis.

On March 31, 2026, the City Council adopted the project plans and specifications and authorized the City Clerk to advertise the project for bids. The project was advertised in the Glendale Independent, the city’s website, as well as various online platforms. 5d3

Anticipated Project Schedule
Construction of Phase I is anticipated to begin in Fall 2026 and be completed by Fall 2027. Phase II will provide on-call lining services on an as-needed basis for a three-year term beginning on the date the contract is executed by the City Manager or a designee, with an option to extend the contract for an additional two-year period.

STAKEHOLDERS/OUTREACH
Outreach for the FY 2026 Sewer Lining Project and On-Call Sewer and Storm Drain Lining Services will be tailored to meet the needs of each specific task and impacted community.

Outreach efforts will be implemented on an as-needed basis. Depending on the project needs and resources availability, variety of tools and methods can be utilized to keep the public informed and engaged.

In addition, personalized outreach may be conducted through one-on-one meetings with directly impacted residents and businesses. This allows staff to address specific concerns, explain the scope of work, and discuss mitigation measures for potential inconveniences such as road closures, water service interruptions, or noise disturbances.

To reach a broader audience, the project may also utilize social media platforms such as Facebook and Instagram, including location-based posts or ads, to provide updates, traffic advisories, reminders about key dates, and links to more detailed resources on the project website.

ALTERNATIVES TO STAFF RECOMMENDATION
Do not approve the motion authorizing a construction contract and resolution of appropriation for the FY 2026 Sewer Lining Project and On-Call Sewer and Storm Drain Lining Services. Doing so, however, will not complete the necessary sewer and storm drain repairs quickly, and the city will need to pursue alternative methods for hiring contractors or recruiting resources to carry out these repairs. 5d5
