EXECUTIVE SUMMARY
The City of Glendale has an existing contract with General Pump Company, Inc. (General Pump) to rehabilitate the Glendale High Recycled Water Booster Pump and Motor No. 2 for Glendale Water & Power (GWP). During the rehabilitation process, previously unknown cracks were discovered in the motor’s rotor, requiring complete remanufacturing with new laminations, aluminum bars, and end rings on the original shaft to restore the motor to proper operating condition.
Staff requests approval of Change Order No. 1 in the amount of $22,000, increasing the contract amount from $89,550 to $111,550. The existing ten percent (10%) contingency ($8,955) will remain unchanged. The contract time is also requested to be extended to October 14, 2026.

ANALYSIS
On March 10, 2026, the Glendale City Council approved a motion authorizing the City Manager to execute a contract with General Pump for the rehabilitation of the Glendale High Recycled Water Booster Pump and Motor No. 2. General Pump was selected as the lowest responsive bidder through a competitive bid process conducted by GWP.
The contract was executed for a period of 50 working days, commencing on June 1, 2026, and ending on August 11, 2026, with a contract amount of $89,550, plus a ten percent (10%) contingency of $8,955, for a total authorized project amount of $98,505.
During the teardown and inspection of the motor, Delta Motor Co., the original motor manufacturer and manufacturer-approved repair facility specified in the project specifications, discovered previously unknown cracks in the rotor that were not visible prior to disassembly. Delta, in coordination with General Pump, determined that the rotor could not be repaired under the original contract scope and instead required complete remanufacturing with new laminations, aluminum bars, and end rings on the original shaft to restore the motor to a safe and reliable operating condition. As a result of this unforeseen condition, the contract amount is insufficient to complete the additional work.
Staff respectfully recommends City Council’s approval of Change Order No. 1 to increase the existing contract with General Pump Company, Inc. by $22,000, for a new contract amount of $111,550. The original ten percent (10%) contingency of $8,955 will remain unchanged. The additional amount is required to remanufacture the damaged motor rotor after previously unknown cracks were discovered during disassembly and inspection. The Change Order will also extend the contract time from 50 to 95 working days, revising the project completion date from August 11, 2026 to October 14, 2026.
This work is necessary to restore the motor and return Glendale High Recycled Water Booster Pump and Motor No. 2 to service, ensuring the continued reliability of the City's recycled water system.

FISCAL IMPACT
Change Order No. 1 increases the contract amount by $22,000, from $89,550 to $111,550. The existing ten percent (10%) contingency of $8,955, authorized with the original contract, will remain unchanged and available for future project contingencies.
Staff requests an appropriation of $22,000 from GWP’s Water Surplus Fund Balance to fund Change Order No 1. The available fund balance is sufficient to support this appropriation.
