COUNCIL ACTION
Item Type: Consent Calendar
Approved for August 25, 2026 calendar

EXECUTIVE SUMMARY
Glendale Water & Power (GWP) uses the City’s Geographic Information System (GIS) to map and manage information about its electric, water, and fiber infrastructure, including utility lines, equipment, and other assets. This information supports GWP’s planning, operations, maintenance, customer service, and emergency response activities.

GWP’s existing GIS is based on an earlier-generation platform and requires modernization to the Utility Network platform to remain on supported technology. The new platform will provide GWP with a current, supported foundation for managing its infrastructure information and supporting future operational needs, along with enhanced mobile capabilities for field staff, more efficient workflows for maintaining utility information, and improved integration with other systems used by GWP.

Following a competitive procurement that received thirteen proposals, staff selected 1898 & Co. as the firm providing the best overall value to the City. The GWP Commission endorsed the project and staff’s recommendation on August 3, 2026. 5f2

RECOMMENDATION
Authorize the City Manager to execute a Professional Services Agreement with 1898 & Co. for the GIS Utility Network Conversion Project in an amount not-to-exceed $1,297,453, and approve a ten percent (10%) contingency of $129,745.

ANALYSIS
GWP uses the City’s Geographic Information System (GIS) to map and manage information about its electric, water, and fiber infrastructure. In addition to showing where utility lines, equipment, and other assets are located, the GIS maintains information about those assets and how they are connected within GWP’s utility networks. GWP relies on this information to support planning, engineering, operations, maintenance, customer service, and emergency response.

GWP’s existing GIS uses an earlier generation of GIS technology and requires modernization to the Utility Network platform to remain on current, supported technology.

This project will migrate GWP’s existing GIS data to the new platform, upgrade supporting GIS software, and update related system integrations and workflows. The new platform will provide GWP with a current, supported foundation for managing its infrastructure information and supporting future operational needs, along with enhanced mobile capabilities for field staff, more efficient workflows for maintaining utility information, and improved integration with other systems used by GWP.

The City conducted a competitive procurement for professional implementation services due to the specialized expertise required to migrate complex electric, water, and fiber GIS data and preserve the data relationships between utility assets. The City received thirteen proposals, five of which did not meet the mandatory qualification requirements and were removed from further consideration. A seven-member evaluation committee of GWP and Information Technology Department subject matter experts evaluated the remaining eight proposals based on relevant experience, technical approach, project methodology, and cost.

Based on the proposal evaluation, two firms were shortlisted for further review and reference checks. After completing the reference checks, the evaluation committee finalized its rankings, with 1898 & Co. receiving the highest overall score. The firm demonstrated strong experience with similar Utility Network projects, a qualified technical and project management team, and successful performance on comparable projects. The reference checks supported the committee’s overall evaluation of the firm.

The City conducted a Best and Final Offer process with 1898 & Co. to confirm the project scope and pricing. Through this process, the scope was further refined, and additional services were included at no additional cost to the City, resulting in a negotiated not-to- exceed amount of $1,297,453.

On August 3, 2026, the Glendale Water & Power Commission reviewed the project scope, procurement and evaluation process, and staff’s recommendation to select 1898 & Co.

Implementation is anticipated to begin in the fourth quarter of 2026, with a targeted 5f3

completion of January 2028, and will include system configuration, data migration, testing, and staff training.

ALTERNATIVES TO STAFF RECOMMENDATION

1. Do not authorize the City Manager to execute the Professional Services Agreement. Under this alternative, GWP would continue operating on the existing legacy GIS platform, delaying the planned modernization and increasing the risks associated with future technology obsolescence.

2. Direct staff to re-issue the RFP. This alternative would delay implementation and could increase project costs. A reissued solicitation may also receive fewer proposals and may not result in a different recommended firm.
