EXECUTIVE SUMMARY
The Glendale Police Department requests acceptance of $21,829 in grant funds from the BJA FY2025 JAG Grant Program for the grant period of October 1, 2024, to September 30, 2027.

RECOMMENDATION
Accept the BJA FY2025 JAG Grant Funds in the amount of $21,829, authorize the City Manager to execute the necessary agreements, certification and other documents required to accept the Grant and adopt a resolution to appropriate the funds.

ANALYSIS
The Glendale Police Department (GPD) has identified the need for additional resources to address residential burglaries, vehicle burglaries, grand thefts, and other significant property crimes affecting the community. The $21,829 in grant funds awarded through the Bureau of Justice Assistance (BJA) Edward Byrne Memorial Justice Assistance Grant (JAG) Program will enhance the department’s capacity to investigate these crimes.

The requested funds will be used to pay overtime to detectives assigned to the Burglary Unit, to allow them to expand their investigative efforts, conduct needed follow-up, and increase the number of arrests of individuals involved in these offenses. 5g2

This funding will enhance the department's capacity to focus on complex investigations, ensuring that offenders are identified, apprehended, and prosecuted. These crimes often involve organized groups, repeat offenders, and incidents that can escalate into violent encounters, requiring additional investigative resources beyond normal staffing levels.

Without this grant funding, the department would face challenges in allocating sufficient resources to burglary and property crime investigations, potentially delaying case progress and limiting the number of offenders apprehended. The overtime funding for detectives is specifically intended to enhance the department’s ability to prevent, investigate, and respond to serious property crimes affecting residents, businesses, and visitors throughout Glendale. These efforts are essential for protecting property, reducing victimization, and maintaining overall community safety. Acceptance of this funding ensures that the department can prioritize these critical investigations without impacting the general fund or requiring budget reallocations, and it demonstrates Glendale’s commitment to leveraging external resources to strengthen public safety and support effective enforcement of complex property crime cases.

STAKEHOLDERS/OUTREACH
Grant funds will be used to increase the scope of burglary investigations which will benefit the public.
