Re: Application for Appointment to the Audit Committee - Written Statement of Views, Key Issues, and Goals Honorable Mayor and Councilmembers:

I respectfully submit this statement in support of my application for appointment to the City of Glendale Audit Committee - my views on the Committee's role, the key issues before it, and my goals & approach if appointed.

The Audit Committee exists, as I understand it, to be the Council's and the public's independent set of eyes on the systems behind the city's finances and operations. The Committee does not perform audits; it helps make sure the audit function is aimed at the right risks, adequately supported, and heard clearly by the Council. I have spent my career in the private sector and am new to city operations and governance, so l offer these views with that limitation in mind. Still, based on my understanding, most of what makes a city trustworthy and functional is invisible when it works, and the Committee's job is to help keep that invisible layer honest.

The central challenge for any audit committee, in a city or a bank, is that the list of things worth auditing is always longer than the capacity to audit them. Three disciplines tend to serve that well:

1. Prioritization: An annual work plan that is genuinely risk-based, so limited hours go where failure would cost residents and the city most.

2. Clarity: One of the most useful things the Audit Committee can offer the Council is a simple, current picture of what has been audited or reviewed, what has not, and why.

3. Follow-through: Findings matter only if remediation is tracked to closure, so aging open issues deserve the same attention as new reports.

And quietly, a fourth - continuity: steady, supportive oversight is part of what keeps an audit function professional and durable through transitions in staff and leadership.

My background fits this work, and its breadth is the relevant part. Today my coverage is specialized - treasury risk (liquidity, interest rate risk, regulatory reporting, etc.). But I spent years before that auditing across an entire institution, including enterprise risk management, operational risk, governance, and human resources. A city's risk universe, as | currently understand it, looks far more like the second than the first. Having worked both ends of that spectrum, I hope that my perspective can be useful on the Committee.

If appointed, my approach would be modest and practical. Glendale already has an established Audit Committee and professional internal audit staff, and a new member's first responsibility is to support that work - to listen, learn the city's context, and come prepared. I will not arrive knowing everything about city government, and I will not pretend to; what I can promise is that I learn quickly and do the reading. Where it is useful, I would hope to contribute disciplined risk assessment and audit methodology, ask constructive questions about the work plan, coverage, and open findings, and help translate technical audit language into what the Council and residents need to know - because oversight that cannot be understood is not really oversight. Above all, I would want to be a steady, collegial member: supportive of the Committee, of the Council, and of the broader work of city government.

My reasons for applying are personal more so than professional. I grew up in Glendale - Mark Keppel Elementary, Toll Middle School, Clark Magnet High School - and went from Glendale's public schools to a public university (UC San Diego). I live in Glendale today. I love this city, I want to see it succeed, and at this point in my life I want to do my part. I hold one unglamorous conviction, from work and from life: institutions last when people maintain what already exists and works well. Serving on the Audit Committee would be a chance to offer the city that raised me that kind of quiet, careful support - and I would be glad to do the work.

I am open and available to any questions you may have for me. Thank you for your consideration.

Respectfully submitted,
Levon Mkrtychev
