RECOMMENDATION
Accept $352,000 in grant funding from OTS for STEP and authorize the City Manager, or a designee, to execute the necessary agreements, certification, and other documents required to accept the grant.

ANALYSIS
STEP uses best practice strategies to reduce the number of persons killed and injured in crashes involving alcohol and other primary crash factors. The funded strategies may include enforcement operations focused on primary collision factors, distracted driving, and impaired driving, as well as traffic education efforts and community engagement opportunities. These strategies are designed to earn media attention, thus enhancing the overall deterrent effect.

In January 2026, staff submitted a grant request to OTS to continue funding STEP in the City of Glendale. After reviewing the proposal through a competitive process, the Office of Traffic Safety advised that the City of Glendale is eligible for $352,000 in STEP funding for the 2026-2027 fiscal year. The city will utilize the majority of the grant funding to pay overtime for police officers, police services officers, support staff, and supervisors when engaged in field-based education and enforcement activities. The grant period is between October 1, 2026, and September 30, 2027, and the funds will be used for the following operations:
• Four DUI/Driver’s License checkpoints;
• Fourteen saturation patrols focused on impaired driving; • Ten traffic enforcement operations focused on primary collision factor violations and other Vehicle Code violations;
• Six enforcement operations focused on distracted driving (cell phone use/texting) violations;
• Three “Know Your Limits” alcohol consumption education operations; • Two DUI collaborative enforcement operations;
• Four Community Collaboration Engagement objectives; and • Two traffic safety educational presentations to the community.

Of the grant total, $25,000 is earmarked to reimburse the City for expenses related to capturing stop data pursuant to the Racial Identity and Profiling Act of 2015. The remaining funds will be used for training, travel, collaborative OTS meetings, operational supplies, and contract services.
