Following a formal competitive bidding process, Waisman Construction, Inc. (Waisman) was determined to be the lowest responsive bidder for the Wastewater Shop Space Optimization Project. The project aims to modernize and optimize the existing Public Works Wastewater Shop office space to better support current operational needs. The scope includes reconfiguring the existing layout to provide a functional conference room and additional private offices, improving overall space utilization, and enhancing collaboration and productivity within the workspace.
The purpose of this item is to seek City Council’s approval to award a construction contract to Waisman for their base bid amount of $445,500, plus a 10% construction reserve of $44,550. A resolution of appropriation will be required to appropriate the additional funds necessary for the project.

ANALYSIS
The Public Works Corporation Yard, located at 541 W. Chevy Chase Drive, was built in 1960 and serves as the primary office and shop space for the Public Works Maintenance Services Division, including the wastewater shop. The Wastewater Maintenance team is responsible for operating, inspecting, maintaining, and repairing the city’s sewer and storm drain systems, including routine cleaning, preventative maintenance, and emergency response to blockages, overflows, and other system issues. The shop supports a staff of 13 employees and serves multiple operational functions, including daily crew meetings, work assignments, supervisor offices, locker and changing facilities, staff break and lunch space, tool and equipment storage, minor equipment maintenance, training and meetings. Due to the number of critical functions housed within a limited space, improvements are needed to better support staff operations, improve efficiency, and enhance the overall working environment.
The proposed partial tenant improvement will reconfigure and renovate the existing wastewater shop space to better meet the team’s operational needs. The project includes demolishing and renovating two existing offices to create a new conference room, constructing three new private offices within the existing tenant space, and making necessary upgrades to partitions, doors, finishes, lighting, mechanical, electrical, and low- voltage systems.
The HVAC improvements will utilize the shop’s existing all-electric heating and air- conditioning system, which does not use natural gas. The existing HVAC unit will remain in place and will be reconnected and made fully operational to provide both heating and cooling to the renovated areas. The project will also install new ductwork, supply diffusers, return-air grilles, dampers, thermostatic controls, and associated testing and balancing to serve the revised floor plan.
Overall, the project will enhance the functionality, safety, energy performance, and efficiency of the wastewater shop for daily operations, staff coordination, and long-term maintenance needs.
On May 12, 2026, The City Council adopted the specifications and directed the City Clerk to advertise for bids.
On June 3, 2026, the Public Works Department hosted a pre-bid job walk and fourteen contractors attended.
On June 24, 2026, the city received five bids as follows:
1. MODAA, Inc. $ 440,650.00
2 Waisman Construction, Inc. $ 445,500.00
3 Spiridon Group, Inc. $ 459,198.00
4. ARC Construction, Inc. $ 510,907.00
5. Ian Thomas Group $1,045,000.00

On July 2, 2026, the city received a bid protest concerning MODAA Inc., the apparent low bidder. The protest was reviewed and evaluated in accordance with the specifications, contract documents, and applicable law. Based on this review, the city determined that MODAA Inc.’s bid was non-responsive and ineligible for award due to a material deficiency in its bid bond. As a result of this determination, staff evaluated the next lowest bid received from Waisman. Staff subsequently reviewed and evaluated Waisman’s bid and confirmed that Waisman submitted the lowest responsive bid and is a responsible bidder, therefore, staff recommend awarding the contract to Waisman.
Waisman holds active State of California General Building (B), Insulation and Acoustical (C-2), and Electrical (C-10) contractor licenses, all of which are in good standing.
The Wastewater Shop Space Optimization Project is anticipated to be completed within a three-month timeframe.
STAKEHOLDERS/OUTREACH
The work will be coordinated with Waisman and Public Works Department staff to minimize disruptions to daily operations and public services. The wastewater shop is a unique facility where maintenance personnel are directly responsible for the day-to-day upkeep of the city’s sewer system. Accordingly, the project has been planned to incorporate improvements that support operational needs, maintain functionality during construction, and enhance the overall work environment for staff.
FISCAL IMPACT
The Wastewater Shop Space Optimization Project will cost $445,500, plus a 10% construction reserve of $44,550, for a total not-to-exceed amount of $490,050, of which $427,100 was included as a part of the FY 2026-27 budget. Therefore, staff requests an appropriation of $62,950 from the Sewer Fund balance, as outlined below:
