COUNCIL ACTION
Item Type: Action Item
Approved for September 29, 2026 calendar
EXECUTIVE SUMMARY
Each year, the City of Glendale (City), on behalf of the Glendale CoC, submits a grant application to HUD to secure funding for existing and new homeless assistance projects that provide permanent housing and supportive services to individuals and families experiencing homelessness.
For the FY 2026 CoC Program competition, the City will submit an application that includes seven renewal projects, one fewer than the previous competition, due to the voluntary withdrawal of a renewal applicant. Consistent with HUD's emphasis on strategic reallocation, the City reallocated unspent funds and the funding from the withdrawn project to expand the existing Consolidated Shelter Plus Care (SPC) project, providing permanent supportive housing assistance to eight households experiencing homelessness 62 years of age or older and have a qualifying disability. 12 of 27
2 2
The application further includes two new projects under the CoC Bonus and Domestic Violence Bonus funding opportunities. These projects align with HUD's and the City's priorities by expanding housing-focused street outreach to connect unsheltered individuals with permanent housing and supportive services and by providing transitional housing and supportive services for families fleeing domestic violence. The application also includes a Planning Project to support planning, coordination, and administration.
The City's total FY 2026 CoC Program funding request is $4,362,486.
RECOMMENDATION
That the City Council and Housing Authority each approve the FY 2026 CoC Program funding recommendations; authorize submission of the Glendale FY 2026 CoC Program grant application to HUD, as recommended by the Glendale CoC Board; and authorize the City Manager to execute all applications, agreements, certifications, and other documents necessary to submit the application and, if awarded, accept and implement the grant funds.
ANALYSIS
Each year, HUD releases a Notice of Funding Opportunity (NOFO) announcing the annual CoC Program Competition among approximately 450 CoCs nationwide. The FY 2026 CoC NOFO was released on June 1, 2026, making approximately $4.04 billion in competitive grant funding available to support housing and supportive services for individuals and families experiencing homelessness.
HUD's CoC Program promotes a coordinated, community-wide approach to addressing homelessness by supporting a comprehensive system of housing and supportive services that helps individuals and families quickly obtain and maintain permanent housing.
HUD encourages communities to submit a Consolidated Application, under which a single Collaborative Applicant submits one application on behalf of all eligible project sponsors within the CoC. This approach promotes a coordinated, community-wide system of housing and supportive services that addresses the diverse needs of individuals and families experiencing homelessness. As the designated Collaborative Applicant for the Glendale CoC, the City is responsible for coordinating the local competition and submitting the consolidated CoC application to HUD on behalf of Glendale CoC.
Since 1996, the City has successfully secured more than $69 million in CoC Homeless Assistance Program funding through HUD's annual CoC Program Competition to support local homeless assistance programs. The City is one of only three jurisdictions in Los Angeles County that operates its own Continuum of Care and receives CoC funding directly from HUD. All other jurisdictions within the County participate through the Los Angeles Homeless Services Authority (LAHSA).

COC LOCAL AND HUD FUNDING PRIORITIES
Consistent with the FY 2026 CoC NOFO, the local competition prioritized projects that reduce unsheltered homelessness, improve access to housing and supportive services, strengthen connections to behavioral health and healthcare services, promote housing stability and self-sufficiency, and improve overall system performance. HUD also emphasized the strategic reallocation of CoC resources and the prioritization of elderly individuals and families, individuals with disabilities, and families experiencing homelessness.
FUNDING AVAILABILITY
Under the FY 2026 CoC Program Competition, the City’s Annual Renewal Demand (ARD) is $3,240,955, which represents the maximum amount available to renew existing CoC-funded projects. In addition to renewal funding, the City is eligible to apply for up to $500,000 in CoC Bonus funding, $459,483 in Domestic Violence (DV) Bonus funding, and $162,048 in CoC Planning. The total funding available through this competition is $4,362,486.
As required by HUD, renewal projects must be placed into two funding tiers as part of the local Project Priority Listing. Tier 1 represents 60 percent of the City's ARD and receives the highest funding priority, while Tier 2 represents the remaining 40 percent and is evaluated competitively based on local ranking and HUD priorities. For the FY 2026 competition, new CoC Bonus and DV Bonus projects are also included in the Project Priority Listing and are competitively ranked as part of the local competition. The CoC Planning Project is submitted separately and is not subject to the ranking process.
Table 1: FY26 CoC Funding Breakdown
Funding Category Amount Tier 1
(60%)
Tier 2
(40%)
Annual Renewal Demand (ARD) $ 3,240,955 $ 1,944,573 $ 1,296,382 CoC Bonus $ 500,000 $ 500,000
Domestic Violence (DV) Bonus $ 459,483 $ 459,483
CoC Planning $ 162,048
Total $ 4,362,486 $ 1,944,573 $ 2,255,865
REQUEST FOR PROPOSALS
In response to HUD's FY 2026 CoC NOFO, the City issued a Request for Proposals (RFP) on June 17, 2026, to solicit project applications for inclusion in the Glendale CoC Program Competition. The City received applications for seven of the eight eligible renewal projects, as one renewal applicant voluntarily withdrew from the competition.
In addition, the City received two applications from new applicants seeking funding under the CoC Bonus and DV Bonus funding opportunities. The proposed projects include a Housing-Focused Street Outreach (Supportive Services Only) project by LA Family 14 of 27
4 2
Housing, designed to connect unsheltered individuals to permanent housing and supportive services, and a Transitional Housing project by Door of Hope, which will provide temporary housing and supportive services for families fleeing domestic violence.
On September 24, 2026, LA Family Housing withdrew its project application for the Street Outreach component. The CoC will instead apply directly to expand the current Street Outreach Program in partnership with the Glendale Police Department. If awarded, the City will determine next steps through the City Council and Housing Authority award process.
Consistent with HUD's emphasis on strategic reallocation, the City reallocated $206,808 unspent funds and the funding associated with the voluntarily withdrawn renewal project to expand the existing Consolidated Shelter Plus Care project. The expansion will provide permanent supportive housing assistance to eight households experiencing homelessness 62 years of age or older and have a qualifying disability. This strategic reallocation strengthens the City's permanent supportive housing inventory while directing resources to a population with significant housing and service needs. Lastly, the City will submit a new CoC Planning Application in the amount of $162,048 to support CoC planning, coordination, and administration.
City staff evaluated all renewal and new project applications using Glendale CoC's Board-approved ranking criteria, including project performance, expenditure rates, housing outcomes, data quality, alignment with HUD and local funding priorities, and overall project quality. Staff prepared project scores and a recommended ranking for review by the Glendale CoC Board.
GLENDALE CoC BOARD OF DIRECTORS
The CoC Board is comprised of the following members:
• Captain Alex Krikorian – Chair, Glendale Police Department • Chief Jeffrey Brooks – Vice Chair, Glendale Fire Department • Melissa Younesian – Board Member, Verdugo Jobs Center • Hagop Eulmessekian – Board Member, Glendale Unified School District • Vacant – Board Member, Homelessness alumnus
The main responsibilities of the CoC Board involve the evaluation of the CoC renewal/or new applications, including making funding recommendations aligned with HUD and local priorities, and ranking of the project applications.
On August 12, 2026, the CoC Board approved the CoC Program Priorities, funding recommendations and authorized the submission of the project Application to HUD, as part of the 2026 CoC NOFO competition. (Exhibit 1).
15 of 27
5 2
On September 24, 2026, LA Family Housing withdrew its project application for the Street Outreach component due to changes taking place within the LA Continuum of Care. The CoC will instead apply directly to expand the current Street Outreach Program in partnership with the Glendale Police Department. If awarded, the City will determine next steps through the City Council and Housing Authority award process.
The original application deadline was August 26, 2026; however, on August 7, a federal court vacated HUD’s FY 2026 CoC NOFO following a legal challenge to significant changes in the competition, including the reallocation of funding from permanent housing to transitional housing and supportive services, and whether HUD followed required federal rulemaking procedures in implementing those changes. On September 18, the First Circuit Court of Appeals granted HUD’s request to stay (i.e., pause) the lower court’s decision while the case continues, allowing HUD to move forward with the FY 2026 CoC competition. The new application deadline is September 30, 2026.
Following City Council and Housing Authority approval, staff will submit the FY 2026 Glendale CoC Consolidated Application to HUD, including the project applications and funding recommendations approved by the Glendale CoC Board. The application is due on September 30, 2026.
STAKEHOLDERS/OUTREACH
After approval from City Council and award of grant funds, agencies will be informed of formal approval and will be instructed to prepare communication materials regarding projects and expected services. Agencies will be expected to communicate regarding available services via Internet, radio spots, local newspapers and through periodic virtual and in-person meetings with community groups and stakeholders.
FISCAL IMPACT
Upon approval of grant funds, CoC program funds will be appropriated as part of the City’s budget process for FY 2027-28. All subrecipients and City programs funded by the CoC grant must provide 25% match (cash or in-kind).
No appropriation is requested at this time.
ENVIRONMENTAL REVIEW (CEQA/NEPA)
The action being considered does not constitute a “project” within the meaning of CEQA pursuant to CEQA Guidelines section 15378(b)(4) as it creates a government funding mechanism or constitutes other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment; thus, it is not subject to CEQA pursuant to CEQA Guidelines section 15060(c)(3). Even if it is a “project,” it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment; thus, it is exempt from CEQA pursuant to CEQA Guidelines section 15061(b)(3).
