Moved by Planning Commissioner Chraghchian , seconded by Planning Commissioner Nazarian , that upon consideration of the proposed ordinances, and after reviewing the applicable CEQA exemption outlined in the Planning Commission staff report dated August 5, 2026, as well as the records, files, reports, and all documentary evidence submitted with regard to said Case No. PZC-0015-2025 to amend Title 30 of the Glendale Municipal Code, 1995, relating generally to establishing an Animated Signage Overlay Zone (ANSOZ) and associated development standards, the Planning Commission hereby recommends that the City Council adopt the ordinance amending Title 30 as presented, with one comment from the Commissioners to establish an administrative procedure, subject to specific findings, that would allow a one-time extension.

Moved by Planning Commissioner Chraghchian , seconded by Planning Commissioner Nazarian , that upon consideration of the proposed ordinances, and after reviewing the applicable CEQA exemption outlined in the Planning Commission staff report dated August 5, 2026, as well as the records, files, reports, and all documentary evidence submitted with regard to said Case No. PZC-0015-2025 to amend the Zoning Map to add the Animated Signage Overlay Zone (ANSOZ) to all properties located in the C3 “Commercial Service” Zone, Height District I along South Central Avenue between West Elk Avenue and West Cypress Street, and in the CA “Commercial Auto” Zone along South Brand Boulevard between East and West Elk Avenue and East and West Cerritos Avenue, as illustrated in Exhibit 2 of the Planning Commission staff report dated August 5, 2026, the Planning Commission hereby recommends that the City Council adopt the ordinance amending the zoning map as presented.
