1 ORDINANCE NO. ___________
AN ORDINANCE OF THE CITY OF GLENDALE, CALIFORNIA
AMENDING THE ZONING MAP TO REFLECT THE NEW DESIGNATION RELATED TO
PLACING AN ANIMATED SIGNAGE OVERLAY ZONE (ANSOZ) ON CERTAIN PROPERTIES ALONG SOUTH CENTRAL AVENUE IN THE C3 “COMMERCIAL SERVICE”
ZONE, HEIGHT DISTRICT I AND SOUTH BRAND BOULEVARD IN THE CA “COMMERCIAL AUTO” ZONE
(CASE NO. PZC-0015-2025)
WHEREAS, the California Constitution, the Glendale City Charter, and the State Planning and Zoning Law (California Government Code Sections 65000, et seq.) broadly empower the City of Glendale ("City") to plan for and regulate the use of land in order to provide for orderly development, the public health, safety and welfare and a balancing of property rights and desires of the community; and WHEREAS, the City desires to amend Chapter 30.33 to enact a pilot program for a limited duration, under which certain types of animated signs will be permitted in certain areas of the City; and
WHEREAS, the Planning Commission considered and recommended approval of these amendments to the Zoning Map at its meeting of August 5, 2026; and WHEREAS, notice of the date, time and place of the public hearing for this Ordinance was given pursuant to Government Code Sections 65090, by publication in Glendale Independent on August 31, 2026, and by posting and making available the written report referenced herein, which notified the public the City would be considering an ordinance regarding an Animated Signage Overlay Zone (ANSOZ).
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF GLENDALE DOES ORDAIN AS FOLLOWS:
SECTION 1. The City Council of the City of Glendale finds that the above recitals are true and correct and are hereby incorporated by reference.
SECTION 2. The proposed amendment to the Glendale Zoning Map in connection with Case No. PZC-0015-2025, as depicted in Exhibit A attached hereto and incorporated herein by this reference, is approved and shall be made part of the City’s Zoning Map SECTION 3. Pursuant to the California Environmental Quality Act (CEQA) the City Council hereby finds that this Ordinance is exempt from further review pursuant to State CEQA Guidelines, Section 15301(g) because the project involves new copy on existing on-premise signs, Section 15305 because the project involves minor changes to land use regulations which do not result in any changes in land use or density, and Section 15311 because the project would involve the construction or replacement of on-premise signs which are minor structures that are accessory to existing commercial facilities. This Ordinance establishes standards to permit accessory ground signs in an overlay zone, with development standards 2 for the animated signs, including limitations on size, brightness, locations, and design to regulate impacts to traffic, light, and noise. Any future sign proposals will remain subject to review against these standards.
SECTION 4. Severability. This Ordinance’s provisions are severable. If any portion of this Ordinance or its application to any person or circumstance is held invalid or unconstitutional, that decision does not affect the validity of the Ordinance’s remaining portions and the Ordinance’s application to other persons and circumstances. The City Council declares that it would have passed the remainder of this Ordinance without the invalid or unconstitutional provision.
SECTION 5. Effective Date. This ordinance becomes effective on the thirtieth (30th) day after its adoption.
