Item Type: Action Item
Approved for October 06, 2026 calendar

EXECUTIVE SUMMARY
The Glendale Fire Department seeks approval to designate Teleflex as the exclusive vendor for intra-osseous medical device solutions, and to authorize the Deputy Director of Finance/Purchasing to dispense with competitive bidding for related equipment and supplies. This request is needed for the Fire Department to maintain an uninterrupted supply of specialized intra-osseous (IO) medical equipment used by paramedics in the treatment of critical life-threatening patient conditions. Teleflex IO equipment has been used by the Fire Department for over 10 years and has proven to be reliable, easy to use, competitively priced and is considered the gold-standard in this field. 10b 2

RECOMMENDATION____________________________________________________ Dispense with competitive bidding establishing Teleflex as the City standard manufacturer and dispense with competitive bidding for intra-osseous medical equipment and authorizing the Deputy Director of Finance-Purchasing to procure related equipment and supplies.

ANALYSIS
The Fire Department must maintain specialized intra-osseous medical equipment for the paramedic program that is required according to Local and State regulations. This medical equipment is used in the treatment of critically ill patients to gain access points for life-saving medication delivery. The Fire Department began using Teleflex equipment over 10 years ago after a thorough evaluation of related products in the market and have been extremely satisfied with their products. A recent evaluation of products on the market have reinforced that the Teleflex equipment remains at the highest quality and is considered the gold standard for our needs.

Our current contract with Teleflex was extended for 3 years with an expiration date of June 30, 2028, last year after it went to council to dispense with competitive bidding through Resolution No. 25-101. The issue was the Resolution established the contract for $45,000 over three years. This left us short for the remainder of the contract. This contract is necessary to secure this vendor that is prepared to continue to deliver highquality products, reliable service, and competitive pricing.

By exclusively using Teleflex medical IO products our paramedics will be able to efficiently provide this specialized medical treatment without the need for additional training and without the investment of new storage solutions across the fleet of paramedic resources.

This contract would supply the Department with the intra-osseous drivers, the EZ-IO needles, and all required additional peripheral equipment. Administrative Policy Chapter 3, Policy 3-11 requires that standardized products be reviewed by the requesting department at least once every five years and approved by the City Council at least once every ten years.
