Exhibit 1: Recommended Beeline Service Changes from
7-14-2026 Council Meeting
Route 8 – Additional PM bus ($63,893)
Add another bus on weekday afternoons to improve on-time performance.
Route 34 – Shift PM trip from Route 33 ($0)
To reduce overcrowding on Route 34, which provides three trips in the afternoon from La Cañada High School, one westbound Route 33 trip will be turned into one westbound Route 34 trip. This can be done at no cost and with no impact to Route 33 riders since Route 33 stops just north of the high school at Jet Propulsion Laboratory (JPL).
Route 11 – Serve Civic Center ($89,422)
Route 11 Express connects the Glendale Transportation Center (GTC) with downtown Glendale via Brand Boulevard in the morning and afternoon peak hours. At one time, this route also served the Glendale Civic Center, but that route segment was discontinued when Route 8-Glendale Avenue began. This proposal would serve the Civic Center again.
Route 12 – Add Midday Service ($646,549)
Route 12 Express is the only Beeline route that serves Burbank, connecting GTC with the Downtown Burbank Metrolink station during peak hours only. The Beeline has received requests from new businesses along this route and from riders to provide midday service connecting Glendale and Burbank. Peak-period service will still be timed to meet trains, but midday service does not need to meet trains.
Routes 1-8 – Weekday Evening Pilot, Monday-Thursday ($1,716,569) Riders and non-riders requested for later service in the evening. This recommendation proposes a one-year pilot project to provide weekday evening service on Monday through Thursday nights until 10:15 pm on local Routes 1 through 8. Glendale Community College (GCC) has night classes on Monday through Thursday nights that are not served by the current schedule.
Routes 3 and 8 – Sunday Pilot ($269,826)
Only Routes 1 and 4 operate on Sunday, and ridership on these routes is approximately 80 to 85 percent of Saturday ridership. This one-year pilot project would add Sunday service on Routes 31 and 8, the next-busiest Saturday routes.
Reduced Student Fares Pilot- Half-price
Metro offers a GoPass program that allows students at participating schools and community colleges to ride free on Metro and other partner transit agencies, including the Glendale Beeline. GCC participates in the program, but Glendale Unified School District does not. The recommendation is for the Beeline to explore funding opportunities for a year-long pilot study of reduced fares for K-12 students in Glendale.

Automated Passenger Counters (Capital costs only)
Automated Passenger Counters (APCs) will help the City collect ridership data and better understand its ridership patterns. This recommendation would be a capital cost only.
Anticipated Costs
The consultant’s preliminary cost estimate for implementing the Beeline service changes projected an annual increase of $2.7 million. Since the anticipated service change and one year pilot service will span between two fiscal years, the total cost increase is expected to be $2,786,259.
