Site Background
Staff Initial: MB
The site is a former gasoline service station and currently operated as an automotive repair shop and office (a single story commercial building) located at the northeast corner of Foothill Blvd. and New York Av~. in Glendale, CA (Figure 1). Surrounding land use is a mixture of commercial and residential properties.

Site Assessment
In 1987, four 6,000-gallon gasoline underground storage tanks (USTs) were removed from the site. According to the "Phase I & II site Assessment reports" dated November 27, 2013, TPHg and BTEX were not detected in the soil samples collected from beneath the USTs. Fuel oxygenates were not analyzed (see Lab. Report 1).

In June 2004, one 500-gallon Waste Oil UST was removed from the site, Soil samples taken from beneath the UST detected only TRPH of 10,200 mg/kg at the site. Soil samples were non-detect for BTEX and MTBE (Table 1).

In September 2009, all vent pipes associated with the former gasoline and waste oil tanks were removed and soil samples were collected at 2 feet bgs beneath the pipes. No fuel constituents were detected in any of these samples (see Closure Report - UST Vent Pipe Removal 10/29/2009, pgs 3 to 5).

In November 2013, nine soil borings (SB1 through SB9) were drilled to a maximum depth of 30 feet below ground surface (bgs) at the site (Figure 2). All soil samples were non-detect for fuel constituents, fuel oxygenates and chlorinated VOCs at the site (See Lab.

Report 2t
Based on the above information, additional soil and/or groundwater investigation is not warranted for the site Lithology:

Based on the site assessment, the site is underlain of silty sand from ground surface to approximately 30 feet (bgs), the deepest depth investigated at the site (see attached boring log).

Low Threat UST Closure Policy Criteria Evaluation
General Criteria
The site meets a through h general criteria of the low threat.closure policy as follows:
a. The unauthorized release is located within the service area of a public water· system - True (Crescenta Valley Water District).
b. The unauthorized release consist of petroleum only - True. c. The unauthorized ("primary") release from the UST system has been stopped - True, all USTs at the site were removed in • 1937 and 2004-.
d. Free product has been removed to the maximum extent practicable - Ture, No free product has been encountered. e. A site conceptual model that assesses the nature, extent and mobility of the release has been developed - True. f. The secondary source has been removed to the extent practicable- Yes (no cleanup is warranted). g. Soil and groundwater has been tested for MTBE - True. h. No known nuisances exist at the site - True.

Groundwater
Exempt- This is a soil only case.

Vapor Intrusion to Indoor Air
. Staff Initial: MB
The L TCP Policy does not have any criteria addressing the "Soil Only" cases. However, based on the facts that low concentration of only TRPH was detected in the soil beneath the site (e.g. TRPH of 10,200 mg/kg and benzene was not-detect) during the waste oil . tank removal, and that the site does not have any subsurface structures and paved with asphalt, the actual risk of vapor intrusion to indoor air is considered minimal.

Direct Contact and Outdoor Air Exposure
The site satisfied the media-specific criteria 3(a) for direct contact and outdoor air exposure.

Maximum Benzene Detected = ND mg/kg at 5 ft bgs < 8.2 mg/kg (Commercial) Maximum Ethylbenzene Detected = ND mg/kg at 5 ft bgs < 89 mg/kg (Commercial) Factors Supporting Low Risk Closure
• All USTs were removed in 1987 and 2004.
• The extent of soil contamination was adequately defined. • The residual soil contamination would not cause any huma.n health and environmental risks via major pathways, such as direct contact, drinking water ingestion, and vapor intrusion. • The nearest oroduction well is 4,380 feet awav from this site.

X. MTBE FATE & TRANSPORT PLUME LENGTH MODELING ANALYSIS Modeling was not performed since there is no groundwater wells at the site.

TPH = Total petroleum hydrocarbons.

BTEX = benzene, toluene, ethylbenzene, and xylenes, respectively. MTBE = methyl tertiary butyl ether.

Respective MeLs (ppm): B=0.001, T=0.15, E=0.3, X=1.75, MTBE=0.013. .

BTEX screening concentrations determined per the attenuation factor method as described in RWQeB Guidance for voe Impacted Sites (March 1996), with a natural degradation factor of 11 for BTEX and of 3 for MTBE. Table values can be linearly interpolated between distance above groundwater and are proportional to fraction of each lithological thickness.

Values in Table 4-1 are for soils above drinking water aquifers. All groundwaters are considered as drinking water resources unless exempted by one of the criteria as defined under SWReB Resolution 88-63 (TDS>3000 mg/L, or deliverability <200 gal/day, or existing contamination that , cannot be reasonably treated). Regional Board staff will make a determination of potential water use at a particular site considering water quality objectives and beneficial uses. For non-drinking water aquifers, regardless of depth, TPH for ">150 feet" category in the table should be used; Distance above groundwater must be measured from the highest anticipated water level. Lithology is based on the uses scale.

In areas of naturally-occurring hydrocarbons, Regional Board staff will make determinations on TPH levels.
