Mayor Davis called the SPECIAL MEETING of the City Council of the City of Glendora to order at 5:00 p.m. and announced that due to technical difficulties; the meeting could not be streamed through the City’s website and would be streamed via the City's YouTube channel and Zoom Communications

1. CONFERENCE WITH LABOR NEGOTIATORS A closed session will be held, pursuant to Government Code §54957.6 to conduct labor negotiations.

2. CONFERENCE WITH REAL PROPERTY NEGOTIATORS A closed session will be held, pursuant to Government Code §54956.8, enable the City Council and Housing Authority to consider negotiations with: 1) Paul S. Hansen, with whom City is negotiating, and to give direction to its negotiator(s) Adam Raymond, Moises Lopez, Jeff Kugel, and Valerie Velasquez regarding that certain real property 1133 S. Grand Avenue, APN 8632-019-039; he City’s real property negotiator will seek direction from the City Council regarding the price and terms of payment for the property; 2) 1839 Galveson LLC, with whom City is negotiating, and to give direction to its negotiator(s) Adam Raymond, Moises Lopez, Jeff Kugel, and Valerie Velasquez regarding that certain real property 1138 S. 3. PUBLIC EMPLOYEE PERFORMANCE EVALUATION A closed session will be held, pursuant to Government Code §54957 to discuss the process utilized to evaluate the positions of City Manager and City Attorney.
4. THREAT TO PUBLIC SERVICES OR FACILITIES A closed session will be held, pursuant to Government Code §54957, regarding a possible threat to public services or facilities.

5. CONFERENCE WITH REAL PROPERTY NEGOTIATORS A closed session will be held, pursuant to Government Code §54956.8, enable the City Council to consider negotiations with Thomas R. McGhuey, Trustee of the Thomas R. McGhuey Trust, with whom City is negotiating, and to give direction to its negotiator(s) Adam Raymond, Moises Lopez, Jeff Kugel, and Valerie Velasquez regarding that certain real property APN 8644-014-036; the City’s real property negotiator will seek direction from the City Council regarding the price and terms of payment for the property.
Mayor/Chair Davis OPENED the Public Comment period and inquired if any requests had been received. City Clerk/Records Manager Harvey announced that no written correspondence and/or requests were received, therefore, Mayor/Chair Davis CLOSED the Public comment period.
City Council and Housing Authority recessed into Closed Session at 5:02 p.m.
RECONVENE OPEN SESSION AND ANNOUNCE ANY ACTION TAKEN
Mayor/Chair Davis adjourned Closed Session with all Members present and reconvened the meeting back into Open Session at 7:04 p.m.
City/Agency Attorney Wynder reported on Closed Session items and announced the following: Item 1) A privileged & confidential briefing was given, questions were asked and answered regarding terms of the potential tentative agreement, which Council will act on publicly tonight, and nor reportable action was taken; Items 2 and 5) The City Council and Housing Authority met in Closed Session to discuss several properties. There was a privileged and confidential briefing, questions were asked and answered, and no reportable action was taken, however, City Council provided direction for staff to return and report at a future meeting. For property 8644-014-036, two members of the City Council did not support direction given (Mayor Pro Tem Boyer, and Council Member Allawos), but direction given does not constitute reportable action; Item 4) A lengthy discussion was held regarding certain public facilities, not a threat posed by violence, but a threat as defined by Government Code section §54957. A privileged and confidential briefing was given, questions were asked and answered, and no reportable action was taken; Item 3) This item was not discussed.
