SPECIAL NOTICE
IMPORTANT PUBLIC HEALTH AND SAFETY MESSAGE REGARDING
PARTICIPATION AT CITY COUNCIL MEETINGS
CHANGES AND ADDITIONAL OPPORTUNITIES RELATING TO PUBLIC MEETINGS All Brown Act meetings are subject to COVID-19 infection protocols. Master Joint Agreement
Proposed Framework - DRAFT
Master Joint Agreement
City and GUSD will work collaboratively on the preparation of the Master Joint Agreement (MJA). MJA will incorporate all other existing effective agreements between the City and GUSD as attachments.
The attachments will detail terms for use of sports fields and facilities, the school resource officer program, crossing guard program, and library, consistent with this framework.
Sports Fields/Facilities (Several agreements in place, for each campus/facility) City would assume coordinating responsibility for the use of GUSD sports fields and facilities as it relates to the local sports leagues and City-affiliated athletic activities (as outlined below); City will coordinate with GUSD on the availability of sports fields and facilities. GUSD would retain coordinating responsibility for the Multi-Purpose Events Center. City and GUSD will share maintenance costs of sports fields and facilities used to accommodate local sports leagues and City-affiliated athletic activities (landscaping, watering, lighting, and cleaning). City will contribute to the maintenance costs of the Aquatics Center in a manner proportional to its use.
City and GUSD will work collaboratively to identify ways in which to fund necessary capital improvements to sports fields and facilities.
The north side of Sandburg and Goddard Middle School will act as public parks after 4 p.m. on school days and hours, unless otherwise used with priority by GUSD. City and GUSD will meet quarterly to discuss operations and scheduling of facilities, and make any necessary adjustments.
City and GUSD will mutually indemnify each other.
City and GUSD agree to develop and implement a common fee that local sports leagues will be required to pay to help offset the maintenance costs associated with use of the sports fields and facilities. The City and GUSD may consider individual agreements with local sports leagues, in lieu of the common fee, to facilitate mutually agreed to improvements to sports fields and facilities. City and GUSD agree to develop and implement a standard agreement for the local sports leagues that includes a code of conduct and outlines the minimum level of responsibility each local sports league must adhere to.
