1. Update on the City of Glendora Water Infrastructure Assessment and Rate Study Staff conducted a workshop and PowerPoint was presented.
Following a lengthy discussion, the Water Commission took the following action: A motion was made by Pat Cici, seconded by Michael Holmes, to recommend that the City Council 1. Adopt the Water Master Plan; and 2. Proceed with the Proposition 218 process relating to water rates, noting Lammers objection due to unknown revenue impacts and funding allocations.
An oral roll call vote was conducted, and the motion carried 3 - 1 as follows: AYES: Pat Cici Jr, David Alan Thomas, Michael Holmes; NOES: Greg Lammers; ABSENT: Richard Hansen; ABSTAIN: None.

City Council Meeting City Council and Water Commission - Water Rate Workshop Immediately following, the City Council took the following action: A motion was made by David J.
Fredendall, seconded by Karen K. Davis, to: 1. Adopt of the Water Master Plan; and 2. Direct staff to proceed with the Proposition 218 process relating to water rates which will include Community Workshops as necessary in October 2023, schedule Public Hearing to adopt proposed water rates in November 2023, and implement new water rates beginning January 1, 2024.
An oral roll call vote was conducted, and the motion carried 5 - 0 as follows: AYES: Michael Allawos, Karen K. Davis, David J. Fredendall, Mendell Thompson, Gary Boyer; NOES: None; ABSENT: None; ABSTAIN: None.
