EXECUTIVE SUMMARY
The City Clerk’s Office recently conducted a recruitment for City Council Advisory Boards and Commissions, in accordance with California Government Code § 54974. Notices of Scheduled Vacancy (see Attachment A) were posted and published, setting an initial application deadline of April 24, 2025, and an extended deadline of May 8, 2025. By the conclusion of the recruitment period, we received a total of 30 qualified applications.
An update on this process was presented to the City Council during the May 27, 2025, Regular Joint Meeting (see Attachment B). At that meeting, the City Council approved appointments recommended by the Business Improvement District Advisory Board: Callan Banos (Ramon’s Tacos y Tapas) to Office No.1, Term 7/1/2025 – 6/30/2029, and Crystal Manke (Cindy Jane Boutique) to Office No.4, Term 7/1/2025 – 6/30/2029. The Council also directed staff to reappoint incumbents and initiate contact with Community Services Commission applicants to explore their interest in serving on alternate boards or commissions, given the absence of vacancies on that commission.
Community Services Commission applicants were promptly contacted and informed about current vacancies.
Among the seven applicants for the Community Services Commission, each confirmed their intention to either proceed or withdraw from the recruitment process.
Based on these developments, staff recommends that the Council proceed with interviewing candidates to fill the remaining vacancies.
LEGISLATIVE HISTORY / PREVIOUS ACTIONS
The City of Glendora maintains five advisory bodies that assist the City Council and staff by providing guidance and community insight: Business Improvement District Advisory Board, Board of Library Trustees, Community Services Commission, Planning Commission, and Water Commission. These bodies are composed of community members who volunteer their time and expertise.
Per GMC § 2.04.060, members serve at the pleasure of the City Council, receive no compensation, and may serve on only one commission at a time. While no formal qualifications are required for most appointments, relevant experience in the subject area is considered desirable.
Additionally, per GMC § 2.18.080, no individual may serve more than two consecutive full terms on the same Board or Commission without completing a mandatory two-year break from that specific body.

LEGISLATIVE HISTORY / PREVIOUS ACTIONS
Administrative Policy No. 1.14 encourages public participation in civic affairs through individual services on Boards, Commissions or Committees, one or more of whose members are appointed by the Mayor and/or by the City Council.
In December 2018, the City Council adopted Ordinance No. 2036, which updated and consolidated various sections of the Glendora Municipal Code (GMC) to bring consistency to the policies and procedures governing the City’s Boards and Commissions, including the recruitment process used to fill vacancies.
In compliance with the Maddy Act (California Government Code §54970), the City annually posts an Appointment List (Attachment D) by December 31st. This list includes all currently appointed members of City Boards, Commissions, and Committees, along with the dates of their terms of office as of the time of posting.
The City of Glendora has five Boards and Commissions that act in an advisory capacity to assist the City Council and City staff in managing City affairs. The following advisory bodies are composed of community members who volunteer their time and expertise: Business Improvement District, Board of Library Trustees, Community Services Commission, Planning Commission, and Water Commission.
Per GMC §2.04.060, members serve at will and at the pleasure of the City Council, receive no compensation, and may serve on only one commission at a time. While no formal qualifications are required for most Boards, Commissions, or Committees, relevant experience in the subject area is considered desirable.
Additionally, no individual may serve more than two consecutive full terms on any single Board or Commission without taking a mandatory two-year break in service on that specific body (GMC §2.18.080).

I am an educator with 31 years of experience. I rely on and value what a community library offers to its residents, especially the students in our local schools both public and private. A library creates opportunity for all patrons. I have built my approach to teaching on the importance of literacy regardless of the grades or subjects I have taught and currently teach.
I have taught grades K-8 in a variety of subjects. I currently teach English and Ancient Civilizations to 6th graders at Goddard Middle School. During my tenure as a teacher, I have written grants and received funding to the amount of about $10,000. Looking for avenues of funding is imperative to keeping a library open and relevant to its users.

8. Please briefly express your views regarding current and future development in Glendora:
My vision for Glendora is to always put community first. There can be balance between moving forward and keeping true to the foundations of the community. Creating a space for people to gather, meet, and share ideas results in a community where more people become more familiar with their neighbors. This one aspect is a building block of a community.
