“Before we open this evening’s Public Comment Period I want to report out and share about a recent action taken on behalf of the City that has become news fodder in social media circles, and I believe needs sharing and clarification as the fueled bonfire has once again made many distractions.

As most of us are aware, The City extends itself beyond our own agency to regional committees, commissions and associations that collaborate to help serve the City in many areas. These inclusions and memberships are made to enhance, improve and expand our voice and presence in the region and the state to advance causes to better promote and position Glendora to receive and provide better service to our residents, than we might be able to do alone.

Participation in these entities is through appointed, elected or volunteered delegates made up of Councilmembers and or Staff. Said delegate becomes the representative on behalf of the City.

One of these associations is Independent Cities Association, an entity made up of 40+ member Cities with the mission being to Network, educate, collaborate and advance the member cities positions toward voice, local controls and address issues of mutual importance related to matters pressed upon us by higher levels of government. I Minutes Tuesday, October 28, 2025 Page 3 of 8
