Agenda Item D.1

DISCUSSION/ACTION ITEM
Meeting Date: March 15, 2022
____________________________________________________________

TO: Mayor and Councilmembers

FROM: Charles W. Ebeling, Public Works Director

SUBJECT: Resolution to Provide No Parking Zones on Calle Real, Whittier Drive and Aero Camino

RECOMMENDATION:

Adopt R esolution No. 2 2-__, entitled “ A Resolution of the City Council of the City of Goleta, California, Authorizing No Parking Zones on Calle Real at Jenna Drive, Whittier Drive at Ocean Meadows Apartments and at 163 Aero Camino.”

BACKGROUND:

City staff monitors traffic conditions throughout the City and implements various measures to improve traffic safety when warranted and as approved by City Council. Traffic safety concerns are also brought to staff’s attention by members of the community. Various concerns including, but not limited to, sight distance, traffic speeds, pedestrian safety and intersection operations are routinely investigated and responded to as needed.

Recently, the Department of Public Works reviewed the following three locations for new No Parking zones, as discussed below . Prior to requesting City Council to adopt No Parking Resolutions, Public Works sends the proposed No Parking changes to affected neighborhoods (within 500 feet of the proposed changes). An example of the information exhibits shared with affected neighborhoods is included in Attachment 3. To date, Public Works ha s received four comments for the three locations and have summarized the comments in the Discussion section . The following points summarize the request and staff’s proposed recommendations for City Council consideration:

 A request was received from a local resident expressing concern about the difficulty in crossing Calle Real at Jenna Drive to access the Winchester II Park.

Public Works Staff conducted a field visit including driving the intersection in all directions. Staff determined that the line of sight (sight distance) at the intersection should be improved by providing additional No Parking zones . Additionally, staff recommends that a pedestrian crosswalk and necessary signage also be installed at this time. Staff recommends that the No Parking zone on the south side of Calle Real be extended 85 feet westerly (from the existing red curb) and 100 feet easterly from the proposed crosswalk.
1 Meeting Date: March 15, 2022

Page 2 of 5 ends

 Development of the North Campus Open Space and Ocean Meadows Apartments located near 6932 Whittier Drive is required, per conditions of approval, to include working with the Public Works Department to evaluate sight distance at the driveways and determine the need for No Parking zones. Public Works Staff conducted a field visit and determined that the lin e of sight (sight distance) at the driveways should be improved by providing additional No Parking zones. Staff recommends that a No Parking zone extending 30 feet easterly and 24 feet westerly from the driveway be provided at the Ocean Meadows Apartment driveway (eastly driveway) . Staff also recommends that a No Parking zone extending 24 feet easterly and 45 feet westerly be provided at the new UCSB North Campus Open Space parking lot driveway (westerly driveway).

 A request was received from a local business (QwikReponse) expressing concern about the difficulty in entering their driveway located at 16 3 Aero Camino. Public Works Staff conducted a field visit and determined that driveway access should be improved by providing additional No Parking zones . Staff recommends that a No Parking zone extending 6 feet south of the 153 Aero Camino driveway and 6 feet north of the 163 Aero Camino driveway be provided.

Staff is recommending the City Council Adopt Resolution No. 22 -044, entitled “A Resolution of the City Council of the City of Goleta, California, Authorizing No Parking Zones on Calle Real at Jenna Drive, Whittier Drive at Ocean Meadows Apartments and at 163 Aero Camino ” (Attachment 1). Attachment 2 provides the City’s guidance document on parking restrictions.

DISCUSSION:

Calle Real at Jenna Drive

Following a request from a local resident expressing concern about the difficulty in crossing Calle Real at Jenna Drive , Public Works Staff conducted a field visit including driving the intersection in all directions. Staff determined that the line of sight (sight distance) at the intersection should be improved by providing additional No Parking zones. Staff also recommends that a pedestrian crosswalk and necessary signage be installed at this time.

Staff inspected the intersection of Calle Real and Jenna Drive for physical constraints such as parked vehicles, fences, large trees, or significant vegetation and confirmed that there are items that may impact line of sight at the intersection. The American Association of State Highway and Transportation Officials (AASHTO) policy titled “A Policy on Geometric Design of Highways and Streets” (Green Book, 7th Edition, 2018), which is adopted by the City, provides the following guidance with respect to sight distance requirements for stop control on the minor intersection leg:

“At uncontrolled or minor approach stop controlled intersections, sight distance along the intersecting roadway should be sufficient to permit the driver on the minor 2 Meeting Date: March 15, 2022

Page 3 of 5 ends

road to anticipate and avoid potential collisions. If the available sight distance for an entering or crossing vehicle is at least equal to the appropriate stopping sight distance for the major road, then drivers have sufficient sight distance to anticipate and avoid collisions.”

The minimum stopping sight distance based upon vehicle speeds is 300 feet (Based on the 85th percentile speed on Calle Real). Sight distance requirements on the north side of the intersection, from Jenna Drive onto Calle Real, are met. Sight distance from the curb ramp on the south side of the intersection to the east and west are obstructed by parked vehicles. This can be seen in Attachment 4.

One comment was provided from a resident regarding the difficulty seeing approaching vehicles from Jenna Drive when a Santa Barbara Metropolitan Transit District (MTD) bus is parked at the bus stop directly west of Jenna Drive. City staff has notified MTD regarding this concern. There is no change to staff’s recommendation.

Whitter Drive

The minimum stopping sight distance requirement for vehicles on Whittier Drive i s 150 feet based on the posted speed of 25 MPH on Whittier Drive. Sight distances from the Ocean Meadows Apartments driveway to the east and west are obstructed by parked vehicles. Similarly, sight distance s to the east and west from the future UCSB North Campus Open Space parking lot driveway, located directly west, are obstructed by parked vehicles. This can be seen in Attachment 4.

Staff received two public comments regarding the proposed No Parking zones. The first comment expressed frustration with limited parking on Whitter . The source of the frustration is the overflow to on-street parking from the various housing complexes in the area including the UCSB Sierra Madre and San Joaquin dorms. The second comment was in support of the additional No Parking zones and a request to include the driveway to Sierra Madre dorms to the east on Whitter Drive. The No -Parking zones on Whitt ier were conditions of development approval and City staff has identified sight distance safety concerns. Staff will review the request for increased No Parking zones east of the Sierra Madre driveway and, if appropriate, will return to City Council for approval. There is no change to staff’s recommendation.

Aero Camino

Staff inspected the 153 – 163 Aero Camino driveways and confirmed that parked vehicles on Aero Camino could obstruct turning movements of vehicles entering and exiting these driveways. Busses use the driveway at 153 Aero Camino to exit the site, and commercial vehicles from QwikResponse use the driveway at 163 Aero Camino to enter their yard.

The distance between the two driveways is approximately 35 feet. Turning movements by large vehicles is restricted due to the encroachmen t of parked vehicles into the driveways. This can be seen in Attachment 4.

3 Meeting Date: March 15, 2022

Page 4 of 5 ends

One comment regarding the limited parking on Aero Camino was received. Additionally, they requested that the existing red curb in front of 137 Aero Camino be reduced. Staff will re view the request to decrease No Parking zone at 137 Aero Camino and , if appropriate, will return to City Council for approval. There is no change to staff’s recommendation.

FISCAL IMPACTS:

The approved FY 2021-2022 budget includes $123,000 for striping in account 205 -50- 5800-51074 Maintenance–Street Striping for the maintenance and installation of signage and striping. The total estimated cost to install the No Parking zones at the intersections is approximately $ 1,500. There is sufficient funding in the existing budget, therefore no additional budget appropriation for this action is required.

PARKING RESTRICTION PROTOCOL

PARKING RESTRICTIONS PROTOCOL

1. A request for parking restriction is received from the public or City personnel and is logged in to the City’s service request database.

2. The requesting party is contacted to clarify the request and obtain any background information. This step includes contacting the requesting person and determining the reason for the request. There are often underlying reasons for such requests that are not readily apparent, or disclosed when the original request is made. This step helps to identify those underlying issues.

3. The site visit is then conducted to:

 Meet with the local resident or business owner about their request.  Conduct a field review to observe the situation firsthand.  Verify and collect relevant data, such as traffic co unts, collision reports, speed data , available sight distance, street width, driveway locations, existing signing and striping, vehicle queuing, parking availability and demand, pedestrian and cyclist patterns, signal timing, etc.
 Meet with other affected parties (such as adjacent properties, homeowner associations, business groups, Sheriffs Department personnel, etc.) to d iscuss concerns, as well as perceived causes and potential options.  Take digital pictures as necessary to document existing conditions.

Steps 2 and 3 could be repeated until sufficient information is obtained in order to complete the evaluation in Step 4.

4. The request is then evaluated based on the information gathered in Steps 2 and 3. Other factors considered in the evaluation include potential impacts if the restriction is or is not implemented, as well as any feasible and/or appropriate alternatives to the request that could resolve the issue. For example, an alternative to a “No Parking Anytime” request may be to restrict parking to certain hours, or to restrict parking of commercial vehicles only.

5. A recommendation to either approve or deny the request based upon the evaluation is made by the City Engineer. Depending on the outcome of the recommendation one of two things will happen:

Request Recommended for Approval
If the recommendation is to approve the request for a parking restriction a notice is issued to the public for comment. The notice will include a City contact name, 11

Page 2 of 2 ends

phone number, and email address so that interested persons from the public may submit their comments and any concerns. In general, noticing will include all properties within 500 feet of the parking restriction along the street that is impacted. Limits of noticing may vary with each request and may include more area as deemed necessary. All information, comments, and concerns are to be provided to Council as a part of the Agenda Report for review. (Continue to step

6.)

Request is Denied:

If the recommendation is to deny the request, a letter is to be sen t to the requesting party describing the reasons why the request is being denied with a contact name, phone number and email address for further discussion or clarification. A copy of the letter is provided to City Manager and Council for their information.

6. If recommended for approval, the request will be brought to the City Council for consideration. All information collected and any comment received as a result of the public notice will be provided as a part of the agenda report for review and consideration by Council.

7. The City Council approves or denies the request.
