CPMS CONSENT CALENDAR
Meeting Date: April 5, 2022
TO: Mayor and Councilmembers
FROM: Charles W. Ebeling, Public Works Director
CONTACT: Dan Rowell, Environmental Services Specialist
SUBJECT: Agreement with CleanStreet, LLC for Street Sweeping Services
RECOMMENDATION:
Authorize the City Manager to execute a General Services Agreement with CleanStreet , LLC for Municipal Street Sweeping for the remainder of FY 2021-22 through FY 2024-25, for a total amount not to exceed $360,209.01 with an effective date of April 5, 2022, and termination date of June 30th, 2025.
BACKGROUND:
The City must maintain routine and regular municipal street sweeping services for public safety and compliance with the Clean Water Act . The details of the City’s stormwater requirements related to street sweeping are included in the City’s National Pollut ant Discharge and Elimination System Phase II MS4 permit (MS4 Permit), subsequent Trash Amendments (Regional Water Quality Control Board Order 13267) , and the City’s Stormwater Management Plan. Street sweeping is a proven method to reduce trash and debris from polluting creeks and waterways and increase road safety. The City provides street sweeping services via contrac tors to reduce the City’s ongoing personnel and equipment costs. Historically, contracts with private sweepers have been maintained for eastern Goleta; while Goleta West Sanitary District conducts street sweeping in western Goleta.
The City has an interim contract with Venco Power Sweeping , Inc. (Venco) to perform municipal street sweeping services for a term of ten (10) months. This interim contract will terminate when the subject agreement is executed.
DISCUSSION:
This contract award will ensure there is no gap in providing street sweeping services f or the community, and to ensure compliance with new stormwater regulations. By continuing to provide street sweeping services, the City is complying with municipal stormwater regulations.
1 Meeting Date: April 5, 2022
The eastern Goleta street sweeping scope of work this year has been changed to address the following key items:
1. Opposite sides of the street will be swept on different days, allowing vehicle owners to repark their cars to provide for more thorough sweeping.
2. Monthly manual litter removal around trash hot spot areas will be conducted to assist compliance with the City’s MS4 Permit and subsequent Trash Amendments.
3. Additional monthly sweeps will be conducted in trash and debris hot spot areas to comply with the Trash Amendment and address ongoing resident complaints.
4. Rapid visual assessments will be conducted by the street sweeper to efficiently comply with the Trash Amendment requirement for trash pollution assessments, and to track progress over time.
A request for proposals (RFP) was sent to nineteen (19) street sweeping contractors, and two submitted proposals. The Public Works Department has selected CleanStreet LLC (CleanStreet) based on its response to the RFP, experience level, competence, resources/equipment, and references. CleanStreet had recently acquired Venco, so they also have familiarity with site conditions, although this was not the sole reason for selection. Potential bidders were notified of the City’s finalist selection on March 2, 2022.
The Environmental Services Division seeks to obtain City Council approval for a multi - year contract with CleanStreet to provide municipal street sweeping services. The term of this agreement is for a little more than three (3) years and one month, beginning April 5, 2022 and ending June 30, 2025.
GOLETA STRATEGIC PLAN:
Robust street sweeping services are one of the most effective methods cities can use to protect water quality. Protecting water quality supports the City’s strategic goal to Support Environmental Vitality.
City-Wide Strategy: 1. Support Environmental Vitality
Strategic Goal: 1.3 Adopt best practices in sustainability.
2 Meeting Date: April 5, 2022
FISCAL IMPACTS:
The contract assumes a base annual cost of $100,058 plus a 20% “contingency” for ad hoc services, for a total not to exceed amount of $120,069.67 per year for a grand total amount of $360,209.01.
The adopted FY 2022 budget has sufficient funding to cover costs from April 5, 2022 to June 30, 2022. The proposed FY 2022-23 budget included $80,000 for municipal street sweeping services . Due to the increase in services provided as well as the contract duration, the proposed FY 2022-23 budget includes an increase in funds to $137,000 from Fund 211 for the Maintenance – Street Sweeping fund as shown in the followi ng table. The requested budget of $137,000 includes the subject agreement amount ($120,69.67), in addition to other potential activities associated with street cleaning, not part of this subject contract (power washing, etc.):
