BACKGROUND:
The City of Goleta joined BEACON, the Beach Erosion Authority for Clean Oceans and Nourishment as a dues -paying member in 2002. BEACON, a Joint Powers Agency, is made of Santa Barbara and Ventura Counties, and the six coastal Cities of Goleta, Santa Barbara, Carpinteria, Ventura, Oxnard, and Port Hueneme. BEACON is responsible for regional sediment management, regional sea level rise adaptation, beach restoration, and protecting ocean water quality along the shoreline of the two counties. The BEACON Board is made up of two supervisors from each county and one councilmember from each coastal city for a total of 10 board members. Councilmember Richards is currently the City of Goleta’s Representative on the BEACON Board.
BEACON is involved in an array of coastal studies and projects within its jurisdiction and works in clos e coordination with the parks, planning and public works departments of BEACON’s member agencies. BEACON is closely coordinating with its local member agencies in the development of regional sea level rise adaptation and has been a strong partner in local member agency efforts to develop and fund resilience shoreline improvement projects. The City Council receives periodic updates from BEACON on its projects and activities. The last presentation given to Council was on April 17, 2018, which focused on BEAON ’s future role in an era of sea level ri se and adaptive resilient shorelines.

Coast
12 BEACON’S
IMPACT • BEACON’s greatest impact: regional planning and cooperation
• With emphasis on sea-leve l rise, state government
wants regional cooperation
• BEACON is a unique program using regional
coop
eration to solve mutual problems on the
BEACON Coast
• If not for BEACON, how do we solve the problem of
losing 2/3 of our beaches by 2100?
13 EVERY
MOUNTAIN
WANTS TO
BECOME A
BEACH
• There are many man-
made im
pediments
(highways and other
development) that have
stopped the natural flow
of sediment.
• BEACON is currently
wor
king on several
projects that address
these impediments.
14 1
GOLETA
PROJECTS: GOLETA BEACH NOURISHMENT
• Goleta Beach has lost its sandy
beach o
ver the last 30 years
• One of the most visited beaches
on t
he south coast, especially by
underserved communities
• Identified as one of the most
impor
tant beach access points in
the region
• BEACON is supporting long-term
solutions to solve the ongoing
problem
15 2
GOLETA
BAY
PROJECTS: GOLETA BAY KELP ANCHOR DEMONSTRATION
• Redevelop our kelp
resourc
es through
alternative technology.
Demonstration and
proof of concept
project.
• California is losing its historic kelp forests
• K
elp is essential to aquatic species & is
neede
d for a healthy ocean ecology
16 3
PROJECTS: COASTAL REGIONAL SEDIMENT MANAGEMENT PLAN
• Sediment plan is outdated
• Need updated science, especially on sea-level r ise and climate change • Working on updating the plan with more current data
