SUBJECT: List of Projects for Fiscal Year 2022/2023 Funded by The Road Repair and Accountability Act (SB1)

RECOMMENDATION:

Adopt Resolution No. 22-__ entitled, “A Resolution of the City Council of the City of Goleta, California, Adopting a List of Projects for Fiscal Year 202 2/2023 Funded by Senate Bill 1 - The Road Repair and Accountability Act.”

BACKGROUND:

In 2017, the Governor signed Senate Bill 1 (SB 1), which is known as the Road Repair and Accountability Act of 2017 , to establish a new funding source to address deferred maintenance needs on the state highway and local road system by increasing per gallon fuel excise taxes, diesel fu el sales taxes, and vehicle registration fees . Beginning in November 2017, the State Controller deposited portions of this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA) . A percentage of this funding will be apportioned by formula to eligible cities and counties pursuant to Streets and Highways Code for basic maintenance, rehabilitation and critical safety projects on the local streets and roads system.

DISCUSSION:

The City is estimated to receive approximately $ 640,000 per year in SB 1 RMRA funds and this amount was included in the proposed budget for Fiscal Year (FY) 202 2/23 and 2023/24. For local agencies to receive RMRA funds from the State Controller, the City must submit a list of projects proposed to be funded with RMRA funds on an annual basis to the California Transportation Commission (CTC).

Staff is proposing that all the SB1 funding programmed for FY 2022/23 be used to fund the upcoming Annual Pavement Rehabilitation Project s. The project improvements include pavement rehabilitat ion, roadway reconstruction, grinding and paving existing roadways, slurry sealing roadways, reconstructing pedestrian access ramps, installing 1 Meeting Date: June 7, 2022

truncated domes, and roadway striping. The following projects are proposed to be included in the list submitted to the CTC for SB 1 RMRA funded projects:

 2022/2023 Annual Pavement Rehabilitation Project
 2023/2024 Annual Pavement Rehabilitation Project

The roadways that will be included in these projects will be based on the City’s established priority list, subject to City Council approval, cost, and available funding. The current 2- year priority list for the 2022/2023 Pavement Rehabilitation Project (Year 1) and the proposed 2023/2024 Pavement Rehabilitation Project (Year 2) was approved by the City Council on November 2, 2021.

At this time the proposed priority list for the 2022/2023 Annual Pavement Rehabilitation Project consists of the following: Cannon Green Drive Neighborhood, Los Carneros Road from Cathedral Oaks Road to Calle Real, Storke Road from Bollay Drive to Hollister Avenue, Covington Way Neighborhood, Padova Road from the west end to San Rossano Road, Padova Drive from the west end to Alameda Avenue to Alpine Drive, Armstrong Road from Reed Court to Mill Way, Hollister Avenue from 325’ east of Bacara Resort Gate to Cathedral Oaks Road, Newport Drive neighborhood, Phelps Road from Pacific Oaks Road to Storke Road, Phelps Road from Storke Road t o east end, and Cathedral Oaks Road from Evergreen Drive to Almeda Avenue.

The proposed priority list for the 2023/2024 Annual Pavement Rehabilitation Project consists of: Calle Real from Los Carneros Road to La Patera Bridge, Los Carneros Road from Calle Real to US 101 Ramps, Calle Real from Fairview Avenue to Kingston Avenue, Fairview Avenue from Berkeley Road to Calle Real, Los Carneros Road from Hollister Avenue to South City Limits, the La Goleta Neighborhood, Castilian Road from Cortona Drive to Los Carneros Road, Colusa Road from Del Norte Drive to Calle Real, Mendocino Drive from the north end to Del Norte Drive, Mendocino Drive from Del Norte Drive to Calle Real, Win chester Canyon Road from Cathedral Oaks Road to north of US 101 Ramp, and Cathedral Oaks Road from Winchester Canyon Road to Evergreen Drive.

To view the detailed lists, please refer to the Pavement Rehabilitation Project – Year 1 and 2 Priority List (Attachment 2).

The resolution to adopt the list of projects is required to maintain the City’s eligibility for SB 1 RMRA funding, however it does not limit our ability to update and/or modify the list of projects at any time. Staff is recommending City Coun cil adopt the resolution establishing the list of projects identified above for FY 202 2/23 for SB1 funding (Attachment 1).

FISCAL IMPACTS:

The City is estimated to receive approximately $640,000 per year in RMRA funds and this amount was included in the budget for FY s 2022/23 and 202 3/24 in Maintenance Pavement Rehab Account (203-50-5800-51073).

2 Meeting Date: June 7, 2022

ALTERNATIVES:

Council may elect to not adopt the resolution to establish a project list for the SB 1 RMRA funds. However, not adopting it now will result in non -compliance and the City will not receive apportionments of RMRA funds until such time as the City comes into compliance.
