Meeting Date: June 7, 2022

TO: Mayor and Councilmembers

SUBJECT: Request for Tenant Improvements at the Goleta Community Center to Paint and Install Art along a Fence

RECOMMENDATION:

Support the request for the proposed project to paint and insta ll art along a fence at the Goleta Community Center, adjacent to the multi-purpose field.

BACKGROUND:

In the summer/fall of 2019, the City of Goleta completed the renovation of the multi- purpose field behind the Goleta Co mmunity Center. As a part of that project, the Goleta Union School District and the City of Goleta partnered to insta ll an eight-foot fence between the District’s MOT site and the newly renovated multi-p urpose field. The fence, which was installed in September of 2019, is currently in need of maintenance to preserve the integrity of the fence boards . As the weather impacts the life of the wood, it is important to treat the wood every three to five years, if not sooner, with sanding and fresh paint and/or stain.

DISCUSSION:

Earlier this year, the City was approached by the Goleta Valley Community Center (GVCC) and the Goleta Boys and Girls Club requesting that the f ence line be painted and/or stained and proposed a solution that would result in min imum costs to the City of Goleta.

The proposal would include the GVCC staff, and some of the older children at the Boys and Girls Club as available, sandi ng and painting the fence one neutral color (white or tan) which would provide the nec essary maintenance on the fence , but also create an opportunity for art. The Boys and Girls Club would work with the kids to develop four to five scenes that represent community, family, health and/or Goleta. These scenes will be 4’ x 5’ and would be transferred to the fence by a local artist and would be framed on the fence to depict the illusion of hanging pictures.

This item came before the Parks and Recreation Commission at their regular meeting on April 6, 2022. The Commission supported the project with five m embers in support, one absent and one abstention.

In the future, if resources were not available to restore the images at the time of necessary maintenance, the framing would come down and the fence would be painted all one color.

GOLETA STRATEGIC PLAN:

City-Wide Strategy : Support Community Vitality and Enhanced Recreational Opportunities

Strategic Goal: Support programs that enhance quality of life in the Goleta community such as recreation, public safety, human services, and cultural arts.

FISCAL IMPACTS:

The GVCC will provide the labor and necessary equipment to paint the fence as well as the artist compensation. The Bo ys and Girls Club will provide t he renderings and some of the older children to assist with the initial painting of th e fence. The City of Goleta is asked to provide the materials only (primer/paint for the fence and molding for the frames).

The $300 - $400 for paint will be funded from Public Work’s Par k Maintenance Division budget, and the $100 - $200 for molding would come from Neighborhood Services Parks and Recreation Division.

ALTERNATIVES:

Should the Council choose not to support the recommendation, th e City of Goleta, through its Parks Maintenance Div ision, would provide the neces sary maintenance for the fence.
