Why are you interested in serving on a board, commission or committee? While I have no formal education relative to the duties of a DRB member, I have many years of "on-the- job" experience and knowledge of project design and its many components from my previous experience as a DRB member and from my continuing interest in topics related to the how the built environment plays a role in the character of the community.

62 Question applies to multiple boards
What are your goals in serving on the board, commission, or committee to which you are applying?
As a long-time resident of the area and now of the City of Goleta, I am interested in and concerned about how the City's built environment (buildings, signs and lighting) can be impacted by poorly designed buildings and project components. My goal of joining the DRB is to ensure that projects being reviewed meet the intent as well as the policies governing development so that they enhance the city's urban environment and not detract from it.
Question applies to multiple boards
What civic and/or volunteer activities have you participated in? You may include past or present activities.
I don't have any formal civic or volunteer activities of note, other than my appointments to the DRB and the SB County planning commission. However, since City incorporation my civic activity has been to follow City planning commission and Council meetings as well as DRB meetings after I was no longer a member. I read their agendas and participate in their meetings: I write letters and/or provide testimony at hearings, Recently, I had the opportunity to be the community stakeholder involved with the "roll-out" of the City's LED street light conversion process. Further, I was just notified that I was chosen to be a member of a focus group regarding the development of an Economic Development Strategic Plan. I've really appreciated these opportunities to be involved in City activities and efforts.

List your relevant experience as it relates to: A) Reading plans (i.e. site plans, elevations, roof plans, building sections, grading plans, landscape plans, photometrics, lighting cut- sheets, sign plans, and sign sections). B) Making findings (i.e. determining if a project be compatible with the neighborhood in terms of size, bulk and scale; if a project has a well- defined/harmonious relationship to its surroundings; if a project impacts or enhances a viewshed; if a project will respect the privacy of neighbors.
As a member of the first DRB and a SB County Planning Commissioner, I read site and building plans, grading plans, landscape plans, lighting plans and cut-sheets, sign plans and sign sections. Not only do I read landscape plans, but as a gardener and horticulturalist, I know a lot about plants and landscapes.
Further, I understand the issues of neighborhood compatibility, size, bulk and scale issues, visual resource impacts of structures on the environment, and privacy issues as related to building design. In 2006 I was a member of a Santa Barbara County steering group working on a document writing design guidelines for residential development in the Eastern Goleta Valley of SB County which dealt with many of the aforementioned topics. Below is a link to that document in case you are interested:
https://docplayer.net/57210245-Eastern-goleta-valley-residential-design-guidelines.html As both a DRB member and County planning commissioner, I was required to make findings for project approval and for most projects at the conclusion of their discretionary review, such findings could be made. However, equally important is the ability to vote "no" if findings for approval can't be made.

Question applies to Design Review Board
Describe your design philosophy for buildings, landscaping, signage and lighting. For Architects and Landscape Professional, in your schooling, which architect or landscape architect influenced you the most and why?
LIGHTING: Dark Sky lighting must be used in all outdoor lighting applications. I follow DRB projects with significant lighting components in them: the Hollipat Parking Lot and the Bermant/Seymour Duncan project are two such recent projects. For this latter project, I worked with the applicant and requested that they reduce the color temperature of their parking lot lights from 4000K to 3000K (which reduces the effect of "sky glow" or light pollution into the night-time sky) and they agreed to do this. Further, in a nearby parking lot, not part of the aforementioned project, was a very old high-pressure sodium dual headed cobra light. I requested that they also convert the existing lights to LED lights and they indicated they would! SIGNS: Signs need to be a subordinate element in the built environment: the size, kind, and number permitted for each business needs to be controlled so that they don't over take other design considerations in the City's streetscape. Too many signs can and will negatively affect the community aesthetic. When the City was drafting standards for its sign ordinance, I advocated strongly for not allowing Electronic Changeable Copy signs and fortunately the City greatly limited their use and scope and I hope that it was my advocacy for this that made a difference. LANDSCAPING: Landscaping is an important project element in "softening" structural development, providing "greenspace" against a "hardscape." A landscape design philosophy depends upon the kind of project (i.e. residential or business) and project size, location, and specific requirements of the project site. As a minimum, I believe that a landscape plan as part of any project must have a plant palette that is appropriate for our climate, the site, and that doesn't use much water. For commercial projects there should no be exotics as was proposed in the Calle Real Shopping refurbishment project, recently presented at the DRB, where cactus was included as part of the proposed plant palette. While this plant is water thrifty, those prickly cactus spines are not appropriate in a commercial setting. Trees are also an important element in a landscape and should be used if the project has room to accommodate their eventual size: the Maravilla retirement project on Calle Real is a wonderful example of this for it has many huge trees throughout its complex.
Unfortunately, trees are not always welcome in a commercial landscape setting. Many business owners don't want trees because they can "hide" a business's storefront and signage (my experience with the landscape plan for the Fairview Shopping Center remodel). So, project landscaping, while beneficial and very important from my viewpoint, often needs to be balanced by project and applicant needs. DESIGN PHILOSOPHY: For our built-out community with few large tracts of land left for development (except for Bishop Ranch), my preference is that new structures or those undergoing significant remodeling be compatible with adjacent structures, fit into the streetscape and with the character of the neighborhood. It is all about context. New buildings to the extent possible, should be designed with "360 degree" architecture. If adjacent to a scenic corridor or located in a viewshed corridor, building design must respect these contexts: enhance the view of the project from the scenic corridor and be subordinate in size and scale and height so as not to impact viewing angles in the viewshed. The City's views of the mountains are spectacular. are valued by all live here, and define our community.
Question applies to Design Review Board
What are the reasons why you believe you should be appointed to the Design Review Board?
I would bring a lot of experience and knowledge to the DRB, not only from being a prior member of the DRB, but also because of my interests in the aesthetic and visual resources and their importance to our City. I have the time to prepare for and attend meetings and the experience and ability to participate fully in DRB meetings immediately upon joining the DRB should I be selected.

Dear Mayor Perotte and Councilmembers,
Please accept this letter as my resume in support of my application for the at-large member position on the City’s Design Review Board. I am a long-time resident of this area and now the City and also a long-time community activist with an interest in the importance of quality design for the City’s urban and suburban built environments.
The DRB was established in early 2002 just a few months after the City’s incorporation and I was selected to serve on that first DRB. Development was booming in the initial years of the DRB’s existence. During my 10 years on the DRB I, along with my fellow DRB members, reviewed hundreds of projects, many of them significant in size and forever changing the “look” of the new City: a single-family home subdivision on the Ellwood Bluffs; four multi-family projects along Hollister; four hotels; projects in business parks (Decker’s), industrial sites, and in Old Town; the new Goleta Cottage Hospital and medical office complex; Fairview Shopping Center remodel; cell sites (when they required discretionary review); new business signs throughout the City; and LED lighting projects in large parking lots.
I also have an extensive experience as a community member in land use planning having served as the 2
nd District Planning Commissioner for Santa Barbara County from 2006 to 2019. Additionally, I have participated over the last 10 years in City hearings and workshops, recently in the drafting of design-related ordinances (signs and lighting) for the City’s new zoning ordinance and, this year, in the effort to write objective design standards for housing projects not undergoing discretionary review. Lastly. I was a member of a community group providing advice on a revised design for the new Goleta train depot.
With my background as a former DRB member and long-standing interests in project-related design standards, community character and aesthetics, neighborhood compatibility issues, signs, and Dark Sky lighting, I feel that my experience and knowledge would be additive to the DRB efforts. I would look forward to being a member of the DRB again if that opportunity should present itself. Thank you very much.
Sincerely yours,
/s// Cecilia Brown

Question applies to Design Review Board
Describe your design philosophy for buildings, landscaping, signage and lighting. For Architects and Landscape Professional, in your schooling, which architect or landscape architect influenced you the most and why?
Building and landscape design should be site specific and thought of within it's context. The design review process, while it can be cumbersome at times, often results in a project being better. During school, During school I was inspired by modernists such as Neutra, Gropius, Meis, etc, Frank Lloyd Wright for his thoughtfulness in how buildings are sited and interact with the site, Steven Holl for his design process and use/play of natural light.

Question applies to multiple boards
Why are you interested in serving on a board, commission or committee? Architectural and Landscape Design is a long-time passion of mine, as is architectural history. My undergraduate work at University of Oregon, Landscape and Architectural Design, ignited a passion that is alive today. During our most recent recession, when I enrolled in the Masters of Interior Architecture program through the UCLA-Cal Poly progam, that passion was again ignited. As a full-time Realtor, I am often called upon to my clients make critical decisions about the homes they purchase: How can they improve the home? What's the best way to brighten the inside? What kind of lights should they use? How can they reduce noise? Enhance the view? Enjoy privacy from neighbors? Use less water? Make the home more fire-proof? What materials will make the home more presentable, are more sustainable or have lower VOCs? What improvements add value to the home? In a time of limited resources, increased population and increased density, understanding and solving these issues is more critical now than ever before. I believe my knowledge and experience can be of service in a greater capacity by serving my community at large.

Realtor, ABR, SRES, PSA, GRI: Working with highest/best use of interior and exterior spaces (important to buyers and sellers); ABR: Accredited Buyer Representative focuses. working with seniors who are either relocating or plan to age in place (making recommendations). As a native Southern Californian, I grew up with droughts, earthquakes, fires and mudslides; a resident of this area for thirty-nine years, I am well-versed in the preparations needed for prevention and impact of their devastation.
Question applies to multiple boards
What are your goals in serving on the board, commission, or committee to which you are applying?
My goals are varied. Goleta has some wonderful historic structures, that need to be preserved for once destroyed, they are gone forever. I’d like to see these structures taken care of and their protection continued under the Mills Act. As a long- time resident I’ve experience the practical application of well- planned and designed community and residential spaces; as a Realtor, I witness, first-hand, the hurdles my clients face in purchasing contractor-grade (not architectural-grade) homes built for a bygone era and bringing them up to date with today’s needs and standards. As such, I’m well-versed in what Buyers are typically looking for and improvements that bring the highest value for Sellers. As a Goleta community member since 1998 (Santa Barbara area, since 1983) I’ve witnessed the neighborhood progressions as the older generations move on and the younger generations move in. As a result, I see the issues that have cropped up in terms of water, traffic, noise, crime, light and other visual disturbances. With the State’s call for increased densification, these issues will become compounded.

Question applies to Design Review Board
Describe your design philosophy for buildings, landscaping, signage and lighting. For Architects and Landscape Professional, in your schooling, which architect or landscape architect influenced you the most and why?
Buildings & Structures: Residential Design should harmonize with the surrounding neighborhood, demonstrating the Principle of Progression: Outdated or functionally obsolete design should be modified/upgraded to reflect current architectural standards and incorporate the qualities needed or desired as evidenced by local real estate sales. Design aesthetic should reflect the scale and massing needed to preserve or enhance a neighborhood’s quality of life. Goleta’s typical residential neighborhoods are predominantly a mix of ranch houses, mid-century modern and farmhouse-style dwellings. However, there are other styles to consider as outlined in the City of Goleta's Citywide Historic Context Statement.
With predominantly contractor-grade housing tracts developed from the 1950’s through the late 1960’s, many of these homes have features no longer wanted or needed by today’s home owners. With a mix of buildings from different eras reflecting different design styles, downtown Goleta is another matter entirely, deserving its own assessment. Further out, we have the corporate business parks, Camino Real Shopping Center, more recent condominium complexes and more, each its own enclave with a distinct personality. Creating a sense of community on a larger scale, requires community interaction that fosters mutual trust, respect, and shared purpose amongst its neighbors, commercial and residential. Though the variables that nurture community cohesion depend upon the relationships between its people, it’s important to not underestimate how the built environment and its connection to open spaces can enhance this relationship.
